Diplomatic Missions or Foreign Offices (DMFOs) and their eligible staff members may transfer ownership of vehicles for official or personal use to those holding equivalent diplomatic status, subject to the principle of reciprocity and the applicant’s official status.
I. Transfer between DMFOs and their Eligible Staff Members
A note verbale or official letter shall be submitted enclosed with the following documents:
1. A completed Transfer Agreement or the Bill of Sale;
2. Two (2) completed copies of the Vehicle Transfer Registration Form;
3. A copy of Vehicle Registration Certificate;
4. A copy of the vehicle’s Commodity Tax Payment/Exemption Certificate;
5. A copy of the MOFA ID Cards of both parties:
(1) Head of mission’s, for official use.
(2) Eligible staff member’s, for personal use.
6. Two (2) completed copies of the Vehicle Registration Modification Form, when applicable;
7. Three (3) completed copies of the New Vehicle License Plate Registration Form, when applicable.
II. Transfer to Non-DMFOs and Non-Eligible Staff Members
If the vehicle is sold to a person without DMFO privileges, please refer to the “3-3 Sale of Duty-free Vehicle” section.
