Diplomatic Missions or Foreign Offices (DMFOs) and their eligible staff members may apply for a Tax-free Fuel Card (hereby referred to as the Card) to purchase fuel for official or personal vehicles. Application and fuel allowance are subject to the principle of reciprocity.
I. First time Application for Fuel Card and Allowance
First time applicants for the Card and fuel allowance should submit a note verbal or official letter enclosed with the following documents:
1. A completed Tax-free Fuel (Card) Application Form, bearing the official seal of the DMFO, or the signature of the head of mission or authorized officer;
2. A copy of the applicant’s Vehicle Registration Certificate;
3. A completed Tax-free Fuel Agreement Form, bearing the official seal of the DMFO, or the signature of the head of mission or authorized officer.
II. Card Collection
1. Applicants should contact the Chinese Petroleum Corporation (CPC) office to confirm the location and time for the Card collection.
2. Once acquired, fuel allowances can be loaded onto the Card at the CPC office. Allowances are provided based on the principle of reciprocity.
3. The Card is vehicle-specific and may only be used for the registered vehicle.
III. Quarterly Application for Fuel
Diplomatic Missions or Foreign Offices (DMFOs) and their eligible staff members shall request tax-free fuel on an annual basis. To apply, a note verbale or official letter enclosing the following information shall be submitted at the beginning of each quarter or year:
1. Information specifying the requested allowance amount;
2. A completed Tax-free Fuel (Card) Application Form, bearing the official seal of the DMFO, or the signature of the head of mission or authorized officer;
3. A copy of the applicant’s Vehicle Registration Certificate.
