The Treaties between the Republic of China (Taiwan) and Foreign States series began publication in 1957. Treaties Volume 23, released in October 2021, is composed of treaties and agreements signed with other countries and international organizations concerning cooperation in domains such as the economy, trade, investment, education, culture, science, technology, legal affairs, diplomatic and consular affairs, intellectual property rights, public health, medicine, agriculture, fisheries, and development aid. The Treaties series is available to the public at the National Central Library.
Treaties Volume 23 consists of two parts. Part I includes 87 treaties and agreements signed between 2018 and 2019; Part II is comprised of 14 agreements concluded from 1999 to 2017, which still remain in force. Of these, a number focus on human rights issues such as prisoner transfer, women and children's health, diabetes prevention, drug and controlled substance regulation, food safety, and human trafficking prevention.
To promote cultural diplomacy, the Ministry of Foreign Affairs (MOFA) is participating in Archives Month displayed by the National Central Library in November 2021, during which time special exhibits are held in cooperation with foreign libraries. With the Treaties series exhibit, MOFA hopes to enhance the public's understanding of diplomatic efforts, raise Taiwan's international visibility, encourage academic and cultural exchanges, and attract and cultivate talented professionals in the field of international law.
