The Ministry of Foreign Affairs (MOFA) is preparing to publish Treaties between the Republic of China (Taiwan) and Foreign States Volume 23. Through the publication of this series, which is done in accordance with the Conclusion of Treaties Act and the nation’s cultural foreign policy, MOFA hopes to enhance citizens’ understanding of diplomatic efforts and increase the nation’s international visibility and academic and cultural exchanges.
The publication will consist of two parts. Treaties Volume 23 (Part I) will include 83 treaties and agreements. For instance, concerning human rights, Taiwan signed agreements with Denmark and Eswatini to cooperate on the transfer of convicted offenders so that they can serve out their sentences in their home countries. The purpose of these agreements is to increase the rehabilitative function of corrections and help individuals adjust to life in society following incarceration.
Agreements have also been signed with Eswatini to improve the health of women and children; with Saint Vincent and the Grenadines to help prevent diabetes; with Nauru to control narcotic drugs and psychotropic substances; and with Australia to improve food safety.
Treaties Volume 23 (Part II) consists of 11 agreements signed before 2017 but which still remain in force. These include an arrangement on the transfer of sentenced persons and cooperation in the enforcement of penal sentences with Germany.
This publication follows on the December 2019 release of Treaties Volume 22, which was exhibited by the National Central Library and partner libraries overseas. Those interested may visit the National Central Library to read Treaties Volume 22.
