To uphold security, peace, democracy, human rights, humanitarianism, and sustainable development, and to fulfill its global responsibilities and duties while actively giving back to the international community, the Republic of China (Taiwan) is engaged in a range of bilateral and multilateral infrastructure development projects covering healthcare, transportation, education, agriculture and fisheries, science and technology, and environmental protection. By promoting economic and social development in allied nations and other friendly countries, these programs raise average incomes, reduce poverty, and improve living standards, enhancing public welfare.
In addition, to address the unique circumstances in each region and the individual needs of partner countries, the Ministry of Foreign Affairs, through its overseas technical missions and project managers, offers industrial advisory and consulting services to implement cooperative projects in agriculture, horticulture, aquaculture, animal husbandry, product processing, information technology, and vocational training. MOFA also provides technical assistance and capacity-building to raise employment in partner countries and boost the competitiveness of private sector firms. In recent years, the participation of volunteers and substitute servicemen has brought new energy to these technical missions and has diversified mission operations.
In 2022, Taiwan provided NTD$12.9 billion (approximately US$432 million) of its international cooperation and development budget on programs that met the OECD definition of Official Development Assistance, accounting for 0.055 percent of Taiwan’s gross national income that year. This represented an increase from 0.04 percent in 2021.
