The Republic of China (Taiwan) Ministry of Foreign Affairs expressed serious concern over recent confrontations in the waters off the Shisha (Paracel) Islands in the South China Sea. It also reiterated the ROC government’s position as follows:

1. Whether from the perspective of history, geography, or international law, the Nansha (Spratly) Islands, Shisha (Paracel) Islands, Chungsha Islands (Macclesfield Bank), and Tungsha (Pratas) Islands and their surrounding waters are an inherent part of the territory and territorial waters of the Republic of China. The ROC’s sovereignty and sovereign rights over them are indisputable. The ROC will not recognize and deems illegal any claim or occupation of these territories and waters by any country on any grounds or in any manner.

2. In line with the spirit of the East China Sea Peace Initiative put forth by President Ma Ying-jeou and the principles of safeguarding sovereignty, shelving disputes, pursuing peace and reciprocity, and promoting joint development of resources, the ROC government urges all parties neighboring the islands and reefs to uphold the principles and spirit of international law. They should practice self-restraint, refrain from taking any actions that might affect peace and stability in the South China Sea, and resolve disputes through peaceful dialogue in order to avoid escalating regional tension.
