The evening will include a jazz performance by Taiwanese marimbist Su Yu-han and Taiwanese-American drummer Wu Wen-ting. It will be live streamed on MOFA’s YouTube channel and Facebook page.

In addition, an exhibition will be held at the event. "title": "Foreign Minister Lin promotes integrated diplomacy in interview with Nikkei News and Nikkei Asia",
    "Text": "
January 7, 2025

No. 002

Minister of Foreign Affairs Lin Chia-lung sat for a joint interview with the Taipei correspondents of Nikkei News and Nikkei Asia on January 3. The interview has received great international attention after related articles were published on January 7, in English with the headline “Taiwan foreign minister vows to work with Trump on democratic supply chain,” and in Japanese with the headline “Taiwan foreign minister seeks to deepen cooperation with Japan on responding to natural disasters.”

During the interview, Minister Lin indicated that China’s rise had challenged the rules-based international order and that Taiwan was a tipping point for the global balance of power; not merely a pawn, but rather a player. Minister Lin stressed that Taiwan had increased its defense spending to 2.5 percent of GDP, higher than Japan or most NATO members. He said that Taiwan was responding to US President-elect Donald Trump’s appeals, strengthening its self-defense resolve, further increasing its military budget, and deepening Taiwan-US security cooperation. According to Minister Lin, Taiwan hoped to discuss with the United States ways to expedite delivery of delayed military hardware shipments, for example by tapping Taiwan’s manufacturing prowess to speed up production by friend-shoring. Minister Lin also noted that Taiwan-US cooperation on drone R&D was exceedingly important because such machines were at the heart of asymmetrical deterrence of China’s use of military force.

Concerning Taiwan-Japan relations, Minister Lin stated that he hoped to engage in further exchanges and cooperation with Japan on disaster relief and humanitarian aid efforts. For example, last July, Taiwan’s Coast Guard Administration and Japan’s Coast Guard engaged in the two nations’ first-ever joint rescue exercise. Through responding to natural disasters, both sides could gain experience with cooperation. Minister Lin also suggested that the two sides engage in greater cooperation on patrols and first island chain security, in particular on developing drones and security affairs, so as to jointly address the military threat posed by China.

In the economic sphere, Minister Lin pointed out that Taiwan was the linchpin in the global semiconductor supply chain and had become a focus of global investment. This, in turn, increased Taiwan’s stature with regard to international economic cooperation. Minister Lin called on the Japanese government to expedite the signing of an economic partnership agreement with Taiwan, as this would spur closer economic links and be beneficial to Taiwan’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). He also said that Taiwan and Japan had already signed roughly 90 cooperation accords and should work toward signing a more substantive economic agreement.

Minister Lin further elaborated that Taiwan’s strategy of integrated diplomacy consisted of the three pillars of values-based diplomacy, alliance diplomacy, and economic and trade diplomacy. He spoke about democratic, non-red supply chains as a strategic way of addressing China’s red supply chains. Minister Lin stressed that China was attempting to use the Belt and Road Initiative and Digital Silk Road to influence the economies and information security of other nations. To counter the rise of expansionist China, Taiwan was leveraging its strengths in semiconductors and AI to work with like-minded partners on creating more resilient democratic suppliers that did not rely on China. Taiwan was an important force for regional peace and global prosperity as well as a trustworthy partner in defending global economic security. Minister Lin added that Taiwan would work with all like-minded nations to continue strengthening cooperation and opposing China’s authoritarian expansionism.

The Nikkei Asia article also introduced Minister Lin’s new book, A Country Where the Economic Sun Never Sets, which discussed how Taiwan’s semiconductor industry had made Taiwan a global investment destination, causing Taiwan Strait security to become a global issue and increasing Taiwan’s global status, affording it the ability to act as a middle power diplomatically.

Nikkei News is one of Japan’s five largest nationwide newspapers. Since purchasing the Financial Times in 2015, it has become one of the world’s largest media conglomerates. Nikkei Asia is an English-language publication of the firm that focuses on Asia and provides discourse on international events from an Asian perspective. Reporters involved in the interview included Nikkei News Taipei bureau chief Nonushi Hata and reporter Hideaki Tatsumoto as well as Nikkei Asia Taiwan-based reporters Thompson Chau, Ting-fang Cheng, and Lauly Li. "title": "MOFA sincerely thanks international community for taking concrete actions to support Taiwan’s UN participation",
    "Text": "
October 4, 2024
No. 058

The General Debate of the 79th session of the United Nations General Assembly (UNGA) concluded on September 30. The Ministry of Foreign Affairs (MOFA) sincerely thanks the diplomatic allies, like-minded countries, and friends from around the world who expressed support for Taiwan’s participation in the UN and refuted China’s deliberate misrepresentation of UNGA Resolution 2758 in various ways, both in the chamber and on the sidelines of the event.

High-level government officials from Taiwan’s diplomatic allies Paraguay, the Marshall Islands, Palau, Saint Vincent and the Grenadines, Eswatini, Tuvalu, Saint Christopher and Nevis, Saint Lucia, and Belize spoke up for Taiwan at the UN General Debate and Summit of the Future. Officials from the Marshall Islands, Palau, Tuvalu, and Saint Lucia explicitly pointed out that UNGA Resolution 2758 did not preclude Taiwan’s participation in the UN system. Following similar remarks in 2022, US President Joe Biden again used his speech to the UN General Debate to spell out the United States’ commitment to maintaining peace and stability across the Taiwan Strait. Australia mentioned the Taiwan Strait for the first time at the UN General Debate, with Minister for Foreign Affairs Penny Wong stating that Australia had consistently pressed China on peace and stability in the Taiwan Strait.

At a US House of Representatives Committee on Foreign Affairs hearing held a few days before the UN General Debate, US Deputy Secretary of State Kurt Campbell criticized China for using UNGA Resolution 2758 as a diplomatic tool to suppress Taiwan’s status. In response to a question in parliament, Dutch Minister of Foreign Affairs Caspar Veldkamp openly acknowledged that the resolution had nothing to do with Taiwan. Following a meeting on the sidelines of the UNGA held by the Group of Seven (G7) foreign ministers and the European Union high representative for foreign affairs and security policy, the chair of the meeting released a statement reaffirming the importance of cross-strait peace and stability to international security and prosperity as well as supporting Taiwan’s international participation.

Joint statements expressing a high regard for cross-strait peace and stability were issued after other recent high-level meetings, including the Quad leaders’ summit, the seventh high-level meeting of the EU-US Dialogue on China, the US-Japan summit meeting, the UK-US Strategic Dialogue, the Japan-Australia Foreign and Defence Ministerial Consultations, the Republic of Korea-New Zealand bilateral meeting, and the Lithuania-US Strategic Dialogue on the Indo-Pacific.

In terms of legislative branches, the Inter-Parliamentary Alliance on China passed a model resolution on UNGA Resolution 2758 on July 30 for its members’ reference. The Australian Senate, the Dutch House of Representatives, and the Guatemalan Congress have since adopted motions in support of Taiwan based on the model resolution. The Foreign Affairs Committee of the Italian Chamber of Deputies also approved a resolution backing Taiwan’s international participation, demonstrating staunch support for Taiwan.

Speaking for the first time on the sidelines of the UNGA at the annual summit of the New York-based nonprofit organization Concordia through prerecorded remarks, President Lai Ching-te told the UN family that Taiwan would strive to maintain regional peace and stability and urged the international community to support Taiwan’s participation. Ambassador Alexander Tah-ray Yui, Representative to the United States, held a discussion with former US Under Secretary of State for Economic Growth, Energy, and the Environment Keith Krach on cross-strait peace and security and Taiwan’s campaign to participate in the UN. During the UNGA, Taiwan cohosted a seminar in New York with the United States, Japan, Australia, and Canada under the Global Cooperation and Training Framework. The event underscored Taiwan’s resolve to contribute to the global community.

MOFA also appreciates the unwavering support of the Legislative Yuan. A cross-party delegation of legislators—including Ngalim Tiunn, Wu Tsung-hsien, and Wu Chun-cheng—visited New York during the UNGA to provide guidance and take part in related activities. The group powerfully conveyed the strong desire of the Taiwanese people to be part of the UN system.

Through an international publicity and new media campaign, the government effectively communicated Taiwan’s demands for UN participation to all quarters. An op-ed by Minister of Foreign Affairs Lin Chia-lung, letters to the editor from Taiwan’s overseas missions, and interviews with Taiwanese ambassadors and representatives appeared 455 times in mainstream international media outlets. These included the Diplomat, the Hill, the Washington Times, National Review, and the New York Sun in the United States; Modern Diplomacy and the European Business Review in the European Union; the National Post in Canada; Le Figaro in France; Norrbottens-Kuriren in Sweden; La Razón in Spain; De Telegraaf and Nederlands Dagblad in the Netherlands; Euractiv in Greece; Rzeczpospolita in Poland; La Verità and Le Formiche in Italy; the Sankei Shimbun in Japan; the Chosun Ilbo in the Republic of Korea; the Philippine Star in the Philippines; the Hindustan Times and the Tribune in India; the Jerusalem Post in Israel; La Razón in Peru; the Eswatini Observer in Eswatini; La Nación in Paraguay; O Tempo in Brazil; Jelen in Hungary; and the Daily News in Thailand.

The short promotional film IC You received more than 25.4 million views—again breaking the record for Taiwan’s annual campaign. During the UNGA, MOFA and its overseas missions released 2,922 posts about Taiwan’s bid on social media platforms including Facebook, X, Instagram, and Threads. The posts were seen over 48.378 million times and received an unprecedentedly warm response. A short animation video, UNity through Peace: Chip in with Taiwan, was shown on a large billboard in New York City’s iconic Times Square. The advertisement featured elements including semiconductor circuits and Taiwan’s contributions to achieving the UN Sustainable Development Goals (SDGs). The video conveyed Taiwan’s strengths in IC technology, highlighted its image as a responsible member of the global community, and broadened worldwide recognition and support for Taiwan’s call for international participation.

MOFA reiterates that UNGA Resolution 2758 does not mention Taiwan. The resolution therefore has nothing to do with Taiwan and cannot serve as the basis for precluding Taiwan from the UN system and other international organizations. Taiwan is determined, willing, and able to contribute to the global community. Continuing to exclude Taiwan from multilateral endeavors will not only be a loss to humanity but also detrimental to realizing the SDGs. To uphold the UN principle of leaving no one behind, MOFA again calls on the UN to stop bowing to pressure from China and swiftly allow Taiwan’s full participation. (E)
",

    "Text": "
March 2, 2023

Background Information no. 012

The 67th session of the United Nations Commission on the Status of Women (CSW67) will be held in New York from March 6 to 17, marking the first in-person CSW session since the outbreak of the COVID-19 pandemic. This year, the Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) has arranged for Taiwan Gender Equality Week (TGEW) to be held in New York at the same time as CSW67. In response to CSW67’s priority theme of “innovation and technological change, and education in the digital age for achieving gender equality and the empowerment of all women and girls,” TGEW will offer an expanded series of events showcasing Taiwan’s advances and achievements in technology and gender equality.

The first TGEW event will be Taiwan Night: Celebrating Women in Tech. It will be held at the Taipei Economic and Cultural Office (TECO) in New York at 19:00 on March 7, which is the eve of International Women’s Day. The event will feature the technological innovations and creativity of Taiwanese fashion designer Claudia Wang, who came into the spotlight at London Fashion Week. Attendees will glimpse the future of the digital economy as they feast their eyes on a medley of technology, art, and environmental sustainability.

The second TGEW event will be Taiwan Main Stage: Promoting Gender Equality in the Digital Age. It will be held at TECO in New York at 18:30 on March 9. At the event, the first female deputy minister of the National Science and Technology Council, Chern Yi-juang, will address global partners in gender equality and discuss the Taiwan government’s promotion of gendered innovations in technology over the years.

These two events will be livestreamed on MOFA’s YouTube channel and Facebook page. Additionally, a short MOFA film entitled Power of Women, featuring remarkable women in Taiwan’s technology sector, is now available on the MOFA YouTube channel. Viewers everywhere are welcome to like and share the video to help spread awareness about the power of Taiwanese women in technology.

This year, 31 nongovernmental organizations from Taiwan will participate in the NGO CSW Forum. "Text": "
No. 015

The Ministry of Foreign Affairs (MOFA) and the Foundation for Women’s Rights Promotion and Development jointly held the online Climate Justice Leaders’ Seminar on March 15 in response to the theme of gender equality and climate justice promoted at the UN’s 66th session of the Commission on the Status of Women. Participants included Wang Mei-hua, Minister of Economic Affairs; Michelle Wu, Mayor of Boston, United States; Baroness Natalie Louise Bennett, a member of the UK Parliament and former leader of the Green Party of England and Wales; Kitlang Kabua, Minister of Education, Sports and Training, Marshall Islands; Sophia Cheng, Chief Investment Officer for Cathay Financial Holdings; and many other outstanding female leaders involved in politics, business, and NGOs from around the world. During the webinar, they shared their experiences and achievements in promoting environmental protection and combating climate change.

Minister Wang said that as a key player in global supply chains, Taiwan is proactively seeking to achieve the worldwide goal of net-zero emissions by 2050. She said that in recent years the Ministry of Economic Affairs has targeted the energy sector and industry, encouraging businesses to improve production processes, switch to alternative fuels, and focus on the circular economy through the use of wind, solar, hydrogen, and other energy sources. She said that through this process, women’s participation in the energy sector has significantly increased, especially in the offshore wind energy sector, where women account for 26 percent of the labor force in Taiwan—higher than the Asia-Pacific region (15 percent) and the world (21 percent).

In her remarks, Baroness Bennett said that in addition to tackling climate change, humanity needs to consider “system change” in order to break down systems of gender inequality and create a more equitable society.

Minister Kabua stated that the Marshall Islands has already been impacted by climate change, and that women are more vulnerable to its effects. She explained that the Marshall Islands has therefore continued to adjust its policies and provide women with high-quality education and training. Minister Kabua mentioned in particular that Taiwan has been an important partner to the Marshall Islands in its pursuit of sustainable development, providing robust assistance in support of local women’s livelihoods.

Boston Mayor Wu, the daughter of Taiwanese immigrants, explained Boston’s Green New Deal and shared how, as sister cities, Taipei and Boston have learned from each other and both implemented green energy measures. Mayor Wu said she hopes that cities around the world will draw inspiration from these experiences to build a greener, more resilient future for us all. The event marked the first time Mayor Wu had accepted a speaking engagement from the government of Taiwan since taking office.

Cathay Financial Holdings CIO Cheng, who is also Chair of the Asia Investor Group on Climate Change, discussed trends in international climate finance from a business perspective. Stating that climate change is a global challenge, she said that no government or business can shy away from the climate crisis.

The webinar was moderated by Denise Scotto, Vice President of the International Federation of Women in Legal Careers. Other speakers included Tara DePorte, Founder and Executive Director of the US Human Impact Institute; Ann K. Singeo, Executive Director of the Ebiil Society, a Palauan environmental group; and Wang Shiuan-ru, a young Taiwanese activist involved in promoting plastic reduction policies. The speakers all shared their personal journeys and experiences in promoting environmental protection and tackling climate change.

The event was broadcast live on MOFA’s Facebook page and YouTube channel. The Facebook pages of Taiwan’s overseas missions in New York, Chile, Italy, Thailand, Sweden, Belgium, and the United Kingdom also livestreamed the event, while NGOs and experts from the Marshall Islands, the United States, Sweden, Myanmar, Turkey, Bangladesh, India, New Zealand, Malaysia, and Singapore engaged in spirited discussion in the event’s live chat messaging boards. "Text": "
January 6, 2022
No. 2

The Ministry of Foreign Affairs of the Republic of China (Taiwan) and the Nigeria Trade Office in Taiwan cohosted the 2022 Nigeria-Taiwan Business Forum at the Taipei International Convention Center in a hybrid format on January 6, 2022.

The forum was attended by leading industry representatives from Taiwan and Nigeria. After opening remarks from government vice ministers of both countries, the event focused on the e-commerce market, business environment, and commercial opportunities in Nigeria, exploring potential areas for bilateral trade and investment cooperation. The forum aimed to establish a basis for regular trade and economic exchanges and served to continue the implementation of the Africa Project, a key Taiwan government policy.

In her remarks, Evelyn Ngige, Permanent Secretary of the Federal Ministry of Industry, Trade and Investment of Nigeria, recognized that the forum provided a platform and opportunity to develop the strategic sectors of the two countries. She said the event was a chance for both sides to evaluate the existing trade and economic relations and look into ways to improving and exploring other areas on a win-win basis, adding that she looked forward to expanding ties to socioeconomic activities that would improve the well-being of the two countries. Permanent Secretary Ngige also pledged to deepen relations with Taiwan and expressed hope that visiting delegations and physical meetings could be arranged after the pandemic.

Taiwan Vice Minister of Foreign Affairs Alexander Tah-ray Yui pointed to complementary areas and competitive advantages of industrial development in the two countries. He suggested the potential for cooperation in fields including machine tools and equipment, e-commerce, expanding the halal market, the food processing industry, and automotive parts and accessories. Vice Minister Yui encouraged enterprises from both sides to pursue cooperation. He also urged Taiwanese companies to enter the African market and take advantage of the business opportunities that will emerge after the economic integration of the African Continental Free Trade Area. To establish a sound legal framework to protect investors from both countries, the governments of Taiwan and Nigeria will update their 1994 agreement on the promotion and protection of investments.

Ibrahim A. Ahmed, Trade Commissioner of the Nigeria Trade Office, mentioned in his speech that Taiwan-Nigeria trade in 2021 reached US$830 million, representing the highest figure in the last five years and indicating increasingly prosperous bilateral economic and trade exchanges between the two countries. He added Nigeria is therefore set to be the largest African trading partner for Taiwan.

During the forum, official representatives from the Nigerian Investment Promotion Commission and the Nigerian Export Promotion Council, as well as the President of the Taiwanese Chambers of Commerce in Nigeria, shared the latest business information from Nigeria. A representative from the Export-Import Bank of Taiwan explained how its relending facility could help Taiwanese businesses win African orders.

The forum attracted more than 100 participants from industry and academia in Taiwan and Nigeria. Represented sectors included the food, agriculture, transportation, technology, and computer industries. Business leaders from both sides said that forums such as this help build industrial connections and create alliances and partnerships between companies. The event was particularly helpful for Taiwanese businesses hoping to expand into emerging African markets, as well as Nigerian companies looking to develop Asian markets. Participants expressed hope that the governments of Taiwan and Nigeria could continue this model of cooperation to provide more corporate networking and matchmaking opportunities in the future. In Celebration of Mother’s Day on May 9, the Ministry of Foreign Affairs will prepare 1,000 carnations for female visitors. In order to prevent possible transmission of coronavirus disease (COVID-19), visitors are advised to keep a distance from others of at least 1.5 meters in indoor environments and 1 meter in outdoor ones. "title": "MOFA releases short film 'Looking Up Again', showcasing how Taiwan's high-quality medical care gave new lease of life to Guamanian man",
    "Text": "
April 23, 2020
No. 011

At a time when the COVID-19 is spreading around the world and the joint efforts by the government and the people of Taiwan in pandemic prevention and various foreign aid initiatives have garnered international praise, MOFA is today releasing an all-new short film, ‘Looking Up Again,’ showcasing Taiwan’s high-quality medical care to the international community, spreading the message that “Taiwan can help and Taiwan is helping” when it comes to global public health.

The film describes how a Guamanian man suffering with untreated spinal and hip deformities and at a low ebb in life, was recommended medical treatment in Taiwan by a friend, and, as a result, is once again able to hold his head up high and look up at the sky, with a new lease of life. The protagonist of the film, Theodore D. Nelson, or Ted, was previously a strong guy able to lift 55 gallon drums of water. Due to hip and spine deformities, however, for nine long years, he’s been unable to do seemingly simple and ordinary things, like walk, fish or even sleep. These are luxuries that the pain he suffers no longer affords him.

As his health continues to deteriorate, causing him continual anxiety, on a friend’s suggestion, he traveled with a family member to CMU Hospital in Taiwan last year to receive treatment. After undergoing three surgeries on both hips and his spine, Ted is finally able to walk upright again, and the pain no longer causes him to lose sleep at night. Now he can even enjoy the pleasure of fishing with friends.

At the end of the film, Ted walks into a café and sits down to enjoy an everyday pleasure. Looking at a photograph of himself and his family smiling brightly alongside the Taiwanese medical team, he thinks of everything he’s been through, and the new lease of life he has now and writes down “Thank you, Taiwan,” and, getting a little choked up, he says thank you in English and Chamorro (Thank you, Si Yu'os Ma'åse), a testament to how Taiwan’s high-quality medical care gives back to the international community.

As Guam is lacking in medical resources, in the past people there sought medical attention in neighboring countries, but more recently Taiwan’s reputation for high-quality medical care has spread, and so more and more Guamanians are choosing to come to Taiwan for medical care each year. This includes local elites, such as Ted, who comes from a political dynasty in Guam.

Through releasing this short film, MOFA hopes to show the world that Taiwan is putting the UN sustainable development goals into practice, ensuring the health and welfare of people of all ages around the world and calling for international support for Taiwan’s inclusion in the World Health Organization, so that we can all work on pandemic prevention together.

MOFA is first releasing a short version of just one minute in length, before releasing the full-length four-minute version. The film is in English and is being released in 10 different subtitled versions, including English, Chinese, Japanese, French, Spanish, German, Indonesian, Thai, Vietnamese and Russian, which will all be released simultaneously. You can watch them on MOFA’s Facebook Page or on the Trending Taiwan YouTube channel and Facebook Page. Feel free to share the video with your friends! (E)
",

    "title": "MOFA signs international cooperation and development assistance agreements with five Taiwan NGOs",
    "Text": "
March 27, 2020
NO. 008

The Ministry of Foreign Affairs (MOFA) and five nongovernmental organizations pledged to promote Taiwan’s participation in and contributions to international cooperation and humanitarian assistance at a March 27 joint signing ceremony for cooperation agreements. Director General Ming-chi Scott Lai of the Department of NGO International Affairs signed agreements with Good Neighbors Taiwan, Pu-hsein Educational Foundation and the Amitofo Charity Association Executive Committee Board (ACA), the Noordhoff Craniofacial Foundation (NCF), Zhi-Shan Foundation (ZSF) Taiwan, and the Garden of Hope Foundation (GOH).

At the ceremony, Director General Lai praised Taiwan’s diverse and dynamic NGOs, which have flourished thanks to social progress, economic growth, and democratic transformation over the past decades. Taiwan’s NGOs have actively promoted international cooperation and development assistance programs through engagement with international organizations and participation in international conferences. In recent years, Taiwan’s NGOs have excelled at fulfilling their obligations and responsibilities as members of the international community, especially in such areas as humanitarian assistance, medical services, gender equality, and educational exchanges, he said. Their collective efforts have also increased Taiwan’s visibility and enhanced Taiwan’s image internationally.

On behalf of MOFA, Director General Lai expressed appreciation and esteem for the international cooperation efforts of the five NGOs over the years, which have helped promote Taiwan’s soft power and warm power. He added that MOFA will continue to strengthen cooperation with partner NGOs to boost participation in the world community and allow Taiwan to shine.

Cooperation agreements were signed for the following five projects:
1. The India Water, Sanitation, and Hygiene (WASH) Project in Sarjapur, India, to be conducted by Good Neighbors Taiwan, will construct wells and water towers, as well as holding drinking water educational activities to reduce water-borne disease, increase the number of people with access to clean drinking water, and improve local sanitary conditions in general.
2. The Traditional Chinese Overseas Teaching Project, an ongoing program run jointly by Pu-hsein Educational Foundation and the ACA, will place Taiwanese teachers in seven primary and secondary schools established by Amitofo Care Centers in Eswatini, Lesotho, Madagascar, Malawi, Mozambique, and Namibia. The project, which teaches African orphans Taiwanese culture, Mandarin, and traditional Chinese characters, has benefited over 9,000 students since its inception in 2013.

3. The 2020 New Southbound Policy Countries NCF Seed Medical Practitioner Training Program, in cooperation with Chang Gung Memorial Hospital, will bring regional medical professionals to Taiwan to learn the latest technology and invite physicians from the region to participate in the Asia-Pacific Craniofacial Annual Conference to benefit from Taiwan’s experience and technology. This will enhance the craniofacial medical environment and quality in the region, as well as promoting bilateral and multilateral medical and health cooperation.

4. The 2020 Central Vietnam Reading Promotion Project: Taiwan-Vietnam Enhanced Cooperation Plan, conducted by ZSF Taiwan, will invite Vietnamese education officials and educators to Taiwan for visiting schools. Taiwanese educators will also visit Vietnam to evaluate the results of the reading promotion project’s teacher-training program. Additionally, Taiwan and Vietnam will collaborate to develop localized teaching materials to enhance exchanges and cooperation in academic and educational fields. Through this project, ZSF Taiwan has been promoting reading for the past 11 years and has established reading rooms and conducted teacher training in 200 local primary schools in central Vietnam.

5. The GOH 2020 Asian Girl Empowerment Project will hold human-rights advocacy technology camps and host the Asian Girls Awards to enhance gender-equality education. Through the project, the GOH will share Taiwan’s experience and achievements in women’s empowerment and youth human rights with Asian countries and the international community.

At the ceremony, the NGO representatives introduced their projects and received feedback. Attendees brainstormed methods to better integrate the resources of both the public and private sectors so as to synergize efforts and achieve public diplomacy objectives. (E)
",

    "Text": "November 25, 2019
No. 87

In order to galvanize friendly voices in the international community to call for Taiwan’s participation at this year’s UNFCCC Conference of Parties, which will open on December 2 in Madrid, the Ministry of Foreign Affairs published the short film ‘Riding the Wind’ on November 25. The video concerns Taiwan’s landmark construction of its first offshore wind farm, explaining that Taiwan not only shares the objectives of the UNFCCC, but also putting them into practice, and that Taiwan is fully implementing the reduction of global carbon emissions. The video is subtitled in 10 languages, Mandarin, English, Japanese, Spanish, French, German, Vietnamese, Thai, Indonesian and Russian, and is now live and being broadcasted around the world.

The film starts with a narration describing how the earth has provided the resources which have fueled the development of human civilization, and how the demand for power amid this development has exacted a heavy toll on the environment. Given the global climate challenges we face, as a responsible global stakeholder, Taiwan must make choices that will ensure sustainable development for future generations. The film also includes the perspectives of two people who work with the subject of the sea and wind, in documentary style, pointing to the pioneering role Taiwan has taken in Asia in terms of wind power. The overlapping images of green energy and scenes from life represent how humans can flourish in harmony with nature, and how energy transition isn’t just a global trend, but also a sign of Taiwan’s action to protect the environment going forward.

MOFA welcomes to watch the short film on the Ministry of Foreign Affairs’ Trending Taiwan YouTube channel, the Trending Taiwan Facebook page, the MOFA Facebook page or the MOFA Taiwan Instagram account. "title": "MOFA releases short film ‘For a Seamless Sky’, calls for support from the international community for Taiwan’s inclusion in ICAO ",
    "Text": "September 19, 2019
No. 065

As the 40th assembly of the International Civil Aviation Organization (ICAO) is being held on Sept. 24, 2019, at the organization’s Montreal headquarters, the Ministry of Foreign Affairs (MOFA) has released a promotional short—‘For a Seamless Sky’—targeting the international community. The short depicts how throughout their lives some kids work with determination towards the dream of being able to fly and then finally realize this goal; at the same time the film sets out to show how Taiwan is an important partner in global and regional civilian air and flight control networks and has both the ability and the will to take an active part in ICAO.

The children fold paper planes, suggesting their budding desire to fly, and then we see them older exploring and researching planes, then playing with a remote-control plane, showing how much they yearn to be able to fly, until one day they become a pilot and take to the skies. Their lives are divided into three different parts: dreaming, sticking determinedly to a goal and eventually realizing it. This reflects Taiwan’s desire to participate in ICAO, and the hope that ICAO will see the need for Taiwan’s expertise in the organization, to help ICAO reach their objective of a seamless sky and to make their advocacy for ‘No One Left Behind’ a reality.

According to the Civil Aeronautics Administration, the Taipei Flight Information Region (FIR) served more than 1,750,000 flights and 68,900,000 visitors in 2018 and every week over 2,800 flights depart from Taiwan to 149 cities all over the world. The scale of our air transport system and our alignment with ICAO standards in our flight control services are crucial to the development of the global air transport industry, showing Taiwan is an important partner in the global and regional civilian air transport networks, and the necessity of Taiwan receiving flight information in step with other countries around the world.

MOFA is suggesting, with this short film, that Taiwan has the expertise and the will to make a contribution to ensuring civilian air safety in the region and around the world and calls for everyone around the globe to support Taiwan’s participation to make ICAO’s objective of a seamless sky a reality.

The short also features a real scene of an air traffic controller providing flight information to a pilot at Taoyuan International Airport. The short film will be uploaded to MOFA’s Trending Taiwan YouTube channel and the ministry’s own Facebook and Instagram Pages in nine languages, where viewers from around the world can watch it and share with friends.

Links:
Trending Taiwan YouTube
Trending Taiwan Facebook Page
Ministry of Foreign Affairs Facebook Page
Ministry of Foreign Affairs Instagram Account
(E)",

As well as creativity of the script, the other judging criteria include, the submission’s central theme, the narrative technique employed and technical aspects such as camera work and editing techniques. Twenty films will be shortlisted and the winners will be announced at an awards ceremony November 6.

The Ministry of Foreign Affairs launched its Trending Taiwan channel on YouTube in July 2015 in order to advanced its digital diplomacy efforts, and holds a short film competition every year. The winning entries are subtitled in a variety of languages and promoted on the Ministry website and social media accounts to an international audience, as part of Taiwan’s soft power strategy.

Over the four years that we’ve held the competition to date, we’ve received over 400 entries, with entrants from countries as varied as France, India, Malaysia and Switzerland, on a wide and diverse range of subject matter. It’s one of the most important creative short film competitions held by any government agency. "title": "MOFA presents national flag to Formosa Circus Art at press conference prior to New Southbound Policy Cultural Tour",
    "Text": "June 19, 2019
No. 037

In order to enhance bilateral relations and cultural exchanges with New Southbound Policy partner countries, the Ministry of Foreign Affairs has invited Formosa Circus Art (FOCA) to perform in the Indonesian cities of Jakarta and Surabaya, as well as the Indian cities of Chennai and New Delhi, from June 25 to July 7. At a pretour press conference held June 19, Deputy Minister of Foreign Affairs Kelly Wu-chiao Hsieh presented the national flag to FOCA’s Director Lin Chih-wei, who will be leading the tour.

Deputy Minister Hsieh said the New Southbound Policy is a priority for Taiwan and the government places great importance on cooperation and friendship with countries in the Indo-Pacific region. He added that MOFA has invited FOCA to perform in Indonesia and India with the aim of deepening friendship and mutual understanding between Taiwan and these countries, thus paving the way for stronger partnerships and diplomatic relations.

FOCA was founded eight years ago, taking its name from the Portuguese description of Taiwan Ilha Formosa. It has combined traditional arts, local arts, street arts, and theater arts to create a unique circus art that reflects Taiwan’s rich cultural diversity. It has conducted several tours overseas under the auspices of the Taiwan government and is the only Taiwanese troupe to have been invited to participate in both France’s Festival d’Avignon and the United Kingdom’s Edinburgh Festival Fringe. Foreign media have called it “Taiwan’s Cirque du Soleil,” due to its youthful vibe and creativity. Unafraid of hardship, FOCA artists embody the hardworking Taiwanese spirit as they introduce Taiwan’s circus arts in the world arena.

In order to promote the New Southbound Policy and advance bilateral exchanges, FOCA will incorporate Taiwanese cultural elements in its performances in Indonesia and India. Prominent political figures as well as leaders in other local sectors will attend the performances at the invitation of MOFA and its four pertinent overseas offices, which will help publicize Taiwan’s diverse and sophisticated performing arts and cultural soft power.
