The United States Department of State on March 25 issued a press readout on a meeting held in Washington, DC, between US Deputy Secretary of State Kurt Campbell and Lithuanian Minister of Foreign Affairs Gabrielius Landsbergis. During the meeting, the two sides reaffirmed the importance of maintaining peace and stability across the Taiwan Strait. The United States also highlighted support for Lithuania amid continued coercive measures by China.

US President Joe Biden on March 23 signed the Further Consolidated Appropriations Act, 2024, completing the legislative process for the bill and injecting financial resources into various measures and initiatives supporting Taiwan.
The act bolsters already strong momentum in Taiwan-US exchanges and includes express provisions granting Taiwan not less than US$300 million in foreign military financing assistance, allocating US$26 million for US Department of Defense international security cooperation programs with Taiwan, and earmarking not less than US$4 million for the Global Cooperation and Training Framework. The act also prioritizes reforming the arms sales process to accelerate arms delivery and supports Taiwan’s international participation.
The Ministry of Foreign Affairs thanks cross-party friends in the US Congress as well as the Biden administration for using concrete legislative action to again demonstrate support for the comprehensive Taiwan-US partnership and security across the Taiwan Strait. The act will provide a wide variety of substantive policy tools and funding to enhance Taiwan-US security cooperation, strengthen Taiwan’s overall defense resilience, and expand Taiwan’s international presence.
In addition, the US president’s fiscal year 2025 budget request listed a dedicated item for military aid to Taiwan. The Further Consolidated Appropriations Act, 2024, also separately allocates funds for foreign military financing for Taiwan, underscoring the fact that the US executive branch and Congress share a high degree of consensus on bolstering Taiwan’s self-defense capabilities and stability across the Taiwan Strait and the Indo-Pacific region.
In alignment with overall national policy, the Taiwan government will steadily advance national defense-related reforms, strengthen self-defense capabilities, and coordinate and cooperate closely with the United States to incrementally promote the implementation of provisions friendly to Taiwan, deepen the comprehensive Taiwan-US partnership, and fulfill Taiwan’s obligations as a responsible member of the region. The Ministry of Foreign Affairs (MOFA) has noted that during an interview with Australia’s ABC News on March 21, UK Foreign Secretary David Cameron stated that the United Kingdom was highly concerned about the Taiwan Strait situation and opposed any unilateral changes to the status quo across the Taiwan Strait. Secretary Cameron also said that if China were to conduct a blockade in the Taiwan Strait, it would have a greater and more calamitous effect on Taiwan and the global economy than that of the COVID-19 pandemic. MOFA acknowledges and welcomes Secretary Cameron’s comments regarding peace and stability across the Taiwan Strait.
In his interview, Secretary Cameron further stated that China’s increasingly assertive behavior represented an “epoch-defining challenge.” He said that the United Kingdom had noted the situations in Hong Kong and for Uyghurs and was actively participating in Indo-Pacific affairs. In addition to deploying offshore patrol vessels, the United Kingdom was strengthening cooperation with allies through the AUKUS agreement he added, stressing that Indo-Pacific peace and stability were vital to UK and global security and prosperity.
Since 2021, the United Kingdom has expressed concern over the Taiwan Strait situation on multiple occasions—either individually or together with like-minded nations through such groups as the G7. As a responsible member of the international community, Taiwan will continue to cooperate with the United Kingdom and other democratic partners so as to contribute to regional peace and security and global openness and prosperity.

Australian Minister for Foreign Affairs Penny Wong and Chinese Minister of Foreign Affairs Wang Yi held the seventh Australia-China Foreign and Strategic Dialogue in the Australian capital of Canberra on March 20. At the press conference that followed, Minister Wong stated that, during the meeting, Australia had expressed serious concern over China’s unsafe conduct at sea and stressed Australia’s desire for peace and stability across the Taiwan Strait and in the region. The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) appreciates and welcomes this statement.
The Australian government has conveyed on multiple occasions support for peace and stability across the Taiwan Strait and opposition to any unilateral change to the status quo during high-level meetings with the United States, the United Kingdom, France, Japan, New Zealand, the Philippines, and other countries in recent years. Australian Prime Minister Anthony Albanese also publicly expressed this position while on a visit to China last November.
Taiwan welcomes continued international concern over security across the Taiwan Strait. It will continue to work closely with like-minded countries to defend the shared values of democracy and freedom and ensure peace, stability, and prosperity across the Taiwan Strait and in the region.

New Zealand Deputy Prime Minister and Foreign Minister Winston Peters held bilateral talks with Chinese Foreign Minister Wang Yi in the New Zealand capital of Wellington on March 18. The New Zealand government issued a statement afterward which mentioned that it had raised concerns with China over increased tensions in the South China Sea and the Taiwan Strait during the meeting. The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) appreciates and welcomes this statement.
New Zealand has publicly voiced concern over the situation across the Taiwan Strait on multiple occasions in recent years. The coalition government formed by Prime Minister Christopher Luxon following general elections last October has taken concrete actions to undergird its Indo-Pacific strategy as a demonstration of its commitment to regional peace and stability. A joint statement issued after the first Australia-New Zealand Foreign and Defence Ministerial Consultations held on February 1 this year also reaffirmed the importance of peace and stability across the Taiwan Strait.
The concern expressed by Deputy Prime Minister Peters to visiting Chinese Foreign Minister Wang over the cross-strait situation points to the New Zealand government’s increased attention to Taiwan Strait security as well as the democratic community’s staunch support for Taiwan. It also underscores that security across the Taiwan Strait remains closely intertwined with peace, stability, and prosperity in the Indo-Pacific and beyond.

Following the conclusion of the Russian election on March 17, President Vladimir Putin falsely claimed that Taiwan is “part of the People’s Republic of China” in response to a question from a Chinese journalist. The Ministry of Foreign Affairs (MOFA) strongly refutes this statement.
MOFA reiterates that neither the Republic of China (Taiwan) nor the People’s Republic of China is subordinate to the other and that the Chinese Communist Party regime has never governed Taiwan. As a modern democracy, Taiwan actively defends its democratic system and respects human rights and the rule of law. No distortion of Taiwan’s sovereign status can alter the internationally recognized cross-strait status quo.
Mr. Putin uses the guise of democracy to rule Russia as a dictator. The recent election, held in the absence of credible opposition and viable challengers, with people in occupied areas of Ukrainian territory forced to vote, further exposes the heavy-handed nature of autocracy. Moreover, Mr. Putin was reelected by a farcical margin, gaining nearly 90 percent of the vote. MOFA expresses its regret that Mr. Putin has once again set back the development of Russian democracy.
The illegal invasion of Ukraine launched by Mr. Putin has created a humanitarian disaster and elicited sanctions and universal condemnation from the international community. Having long lost all credibility and trust internationally, Mr. Putin’s indiscriminate remarks about Taiwan’s sovereignty carry no substance. In recent years, the confluence of authoritarian powers has continued to undermine the rules-based international order, becoming a source of instability and unrest around the world.
Taiwan is on the front line in defense of the democratic camp. The Taiwanese people and government will stand together in firmly safeguarding national sovereignty. Taiwan will continue to strengthen cooperation with other democratic nations to check authoritarian expansion, uphold cross-strait peace and security, and maintain global stability and prosperity.

Speaking at a hearing on US Strategy in the Pacific held by the US Senate Committee on Foreign Relations on March 14, US Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink said that the United States was disappointed at Nauru’s switching diplomatic recognition from Taiwan to China, noting that China used economic enticements and wrongfully cited and misrepresented United Nations General Assembly (UNGA) Resolution 2758. He suggested that Taiwan’s three Pacific allies be careful when engaging with China, pointing out that China was often unable to honor its commitments, leading to negative outcomes. Assistant Secretary Kritenbrink also stated that the United States would cooperate closely with Taiwan’s three Pacific allies to prevent China from making inroads.
US Assistant Secretary of Defense for Indo-Pacific Security Affairs Ely Ratner also delivered an opening statement at the Senate hearing, in which he expressed concern over China’s relentless use of economic coercion and other tactics to exert pressure on Taiwan’s diplomatic allies.

The White House on March 11 issued the US president’s fiscal year 2025 budget request, which included an historic investment in Taiwan through foreign military financing (FMF) and other channels with the aim to further bolster Taiwan’s deterrence capabilities and maintain peace and stability across the Taiwan Strait.
At a press briefing, Deputy Secretary of State Richard Verma stated that this was the first time for a specific line item on Taiwan to be included in a budget, thus reaffirming the US commitment to security assistance for Taiwan and to a free and open Indo-Pacific. The US Department of Defense has also earmarked US$500 million to replenish US weapons inventory depleted by military aid provided to Taiwan through the presidential drawdown authority (PDA) mechanism.
The US administration has continuously employed diverse policy tools, taken concrete actions, and sent clear messages on assisting Taiwan in strengthening its defensive capabilities and defending the status quo of peace and stability across the Taiwan Strait. The Ministry of Foreign Affairs of the Republic of China (Taiwan) sincerely welcomes and appreciates these gestures.
The Department of State briefing on the 2024 fiscal year budget included content on Taiwan’s security for the first time. The Biden administration has now gone further by debuting a specific line item in its 2025 budget for military assistance to Taiwan. President Biden also made unprecedented remarks in his State of the Union Address of March 7 that the United States was standing up for peace and stability across the Taiwan Strait, while the US government has continued to regularize arms sales to Taiwan. These concrete actions by the United States have shown that it pays high regard to bolstering Taiwan’s defense capabilities and to peace and stability across the Taiwan Strait and in the Indo-Pacific region.

Chief Cabinet Secretary Hayashi said that China was rapidly boosting its military power without sufficient transparency, which was presenting an unprecedented strategic challenge to the rules-based international order. He reiterated that peace and stability across the Taiwan Strait were not only tied to Japan’s security but were also critically important to the international community. He also said Japan would continue to work closely with the United States and other allies to maintain peace and stability across the Taiwan Strait.

The joint statement falsely claimed that Taiwan was an inalienable part of China and firmly opposed any form of Taiwan independence or external interference in China’s so-called internal affairs. The statement also reiterated that Sierra Leone would not engage in any form of official exchanges with Taiwan and that it staunchly supported all efforts by the Chinese government to achieve “national reunification.” The Ministry of Foreign Affairs (MOFA) sternly condemns the CCP’s authoritarian government, which continues to use enticement and coercion to propagate fallacious narratives in the international community that seek to diminish Taiwan’s sovereignty.

On February 23, the US Department of State released the text of a joint statement between the United States and the European Union on the outcomes of the sixth high-level meeting of the US-EU Dialogue on China and the fifth meeting of the US-EU High-Level Consultations on the Indo-Pacific, held by US Under Secretary of State for Political Affairs Victoria Nuland and Secretary General Stefano Sannino of the European Action Service on February 7 and 8. US Secretary of State Antony Blinken, Japanese Foreign Minister Yoko Kamikawa, and Republic of Korea Foreign Minister Cho Tae-yul met on the sidelines of the G20 foreign ministers’ meeting in Rio de Janeiro, Brazil, on February 22. During their meeting, the three discussed efforts to maintain peace and stability across the Taiwan Strait. This follows on the joint statement issued after the August 2023 trilateral leaders’ summit involving the United States, Japan, and the Republic of Korea, which reaffirmed the importance of supporting peace and stability across the Taiwan Strait and stressed opposition to any unilateral attempts to change the regional status quo through force or coercion.
The Ministry of Foreign Affairs of the Republic of China (Taiwan) highly welcomes this development and thanks the three nations’ foreign ministers for building on this foundation, continuing to pay attention to cross-strait issues, and working to maintain peace and stability across the Taiwan Strait.
Following Taiwan’s successful presidential election at the beginning of this year, China has continued to increase suppression, military intimidation, and gray-zone tactics against Taiwan. It unilaterally abrogated a cross-strait agreement concerning the M503 flight route, thereby sowing doubts about flight security in the region. Moreover, China has claimed that it will begin regular law enforcement in the waters around Kinmen and Xiamen. All of China’s provocative activities are aimed at upsetting the status quo and constitute a serious challenge to regional security. They have also elicited a high level of international concern.
Since last year, joint statements from the US and other like-minded nations after bilateral meetings of heads of state, as well as multilateral gatherings such as the G7 summit and the aforementioned trilateral leaders’ summit, have all clearly shown a high degree of international consensus on the importance of cross-strait and regional peace and stability. As a responsible member of the international community, Taiwan will continue to work with the United States, Japan, the Republic of Korea, and other like-minded nations to defend the rules-based international order and promote regional peace, stability, and prosperity.

The Ministry of Foreign Affairs (MOFA) strongly denounces the false claims made regarding Taiwan by People’s Republic of China (PRC) Director of the Office of the Chinese Communist Party Central Foreign Affairs Commission and Foreign Minister Wang Yi during the Munich Security Conference.
MOFA solemnly reiterates that the Republic of China (Taiwan) is a sovereign and independent nation, that neither the R.O.C. (Taiwan) nor the PRC is subordinate to the other, and that the PRC has never governed Taiwan for even a single day. Distorted statements regarding Taiwan’s sovereignty can change neither the status quo across the Taiwan Strait nor internationally recognized and objective facts.
As is widely understood, China is the culprit responsible for unilaterally undermining peace, stability, and the status quo across the Taiwan Strait. MOFA condemns the Beijing authorities for repeatedly seeking to mislead the international community, for attempting to use the so-called “one China principle” to concoct a legal basis for China’s claim to Taiwan, and for fabricating a false and absurd narrative that China has sovereignty over Taiwan. Such actions are sure to be condemned by the international community.
Taiwan’s future will be determined by the 23 million Taiwanese people. MOFA urges the Beijing authorities to stop acting as a troublemaker, malicious provoker, and disrupter of the status quo and instead focus greater attention on addressing its own internal problems.

United States Secretary of State Antony Blinken met with People’s Republic of China (PRC) Director of the Office of the Chinese Communist Party Central Foreign Affairs Commission and Foreign Minister Wang Yi on the sidelines of the Munich Security Conference on February 16. After the meeting, the US Department of State issued a press release stating that Secretary Blinken had once again emphasized to Minister Wang the importance of maintaining peace and stability across the Taiwan Strait.
The meeting follows a previous one between US National Security Advisor Jake Sullivan and Minister Wang in Bangkok at the end of last month, during which the US government also reiterated its staunch stance in support of cross-strait peace and stability. The Ministry of Foreign Affairs (MOFA) affirms and welcomes these statements of support.
However, a press release issued by the Ministry of Foreign Affairs of the PRC regarding the meeting between Minister Wang and Secretary Blinken falsely alleged that Taiwan was part of China and erroneously claimed that this was the true status quo across the Taiwan Strait.
MOFA reaffirms that the Republic of China (Taiwan) is a sovereign and independent nation and that neither the R.O.C. (Taiwan) nor the PRC is subordinate to the other. These are undeniable facts and the internationally recognized status quo.
The Taiwan government continues to employ a steady and pragmatic approach, promoting policies that maintain the cross-strait status quo to safeguard regional peace and stability. Yet, in recent years, China has ramped up provocative actions against neighboring countries. It has used pretexts to raise regional tensions, attempting to change the status quo and undermine the rules-based international order. This underscores the fact that it is China that threatens peace and stability in the region and across the Taiwan Strait. MOFA sternly refutes China’s malicious claims that attempt to distort Taiwan’s sovereign status and calls on the international community to share Taiwan’s concerns and condemnation.
MOFA welcomes the international community’s continued attention to cross-strait security. Taiwan remains committed to working closely with the United States and other like-minded countries to jointly safeguard the shared values of democracy and freedom, as well as peace, stability, and prosperity across the Taiwan Strait and the region.

Russian President Vladimir Putin expressed his adherence to the so-called “one China principle” and opposition to Taiwan’s provocations against China during a phone call with Chinese leader Xi Jinping on February 8. Meanwhile, in an interview with Russia’s state news agency TASS, Russian Deputy Foreign Minister Andrey Rudenko falsely claimed that the United States used Taiwan as a tool to pressure Beijing, that the situation across the Taiwan Strait was China’s internal matter, and that Taiwan was an integral part of China. The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) solemnly denounces these claims and strongly condemns China and Russia for colluding once again to undermine Taiwan’s sovereignty.
MOFA reiterates that neither the Republic of China (Taiwan) nor the People’s Republic of China is subordinate to the other and that the Chinese Communist Party (CCP) regime has never governed Taiwan. Taiwan is a modern democracy that actively defends the democratic system and respects human rights and the rule of law. No narrative by totalitarian China and Russia that misrepresents Taiwan’s sovereign status can alter the internationally recognized status quo across the Taiwan Strait.
The autocratic CCP government for years has violated human rights, wantonly pursued expansion, and bullied neighboring countries, while Russia’s military invasion of Ukraine has caused great suffering among the Ukrainian people. China and Russia have continuously connived to disrupt the rules-based international order in recent years, forming a source of instability and turmoil in the world.
Taiwan is on the front line of defense for the democratic camp. The people and government of Taiwan are united in staunchly safeguarding national sovereignty and countering communist China’s rhetorical campaigns and military intimidation. Taiwan will continue to enhance cooperation with other democratic nations to deter authoritarian expansion and to preserve peace and security across the Taiwan Strait, freedom and openness in the Indo-Pacific, and stability and prosperity around the globe.

Deputy Prime Minister and Minister of Foreign Affairs Winston Peters MP and Minister of Defence Judith Collins KC MP of New Zealand visited Australia from January 31 to February 1. Together with Deputy Prime Minister and Minister for Defence Richard Marles MP and Minister for Foreign Affairs Senator Penny Wong of Australia, they held the inaugural session of the Australia-New Zealand Foreign and Defence Ministerial Consultations (ANZMIN). The joint statement issued following the meeting reiterated the importance of preserving peace and stability across the Taiwan Strait and the two countries’ opposition to unilateral changes to the status quo. The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) sincerely welcomes and affirms this statement.
Since assuming office, the Australian administration under Prime Minister Anthony Albanese has affirmed on multiple international occasions the importance of maintaining peace and stability across the Taiwan Strait, opposition to unilateral changes to the status quo by any side, and support for Taiwan’s international participation. Meanwhile, following the completion of New Zealand’s general election last October, the new coalition government led by Prime Minister Christopher Luxon has actively taken steps to demonstrate its commitment to the maintenance of peace and stability in the Indo-Pacific region.
The joint statement by Australia and New Zealand further demonstrates that the two countries pay high regard to peace and stability across the Taiwan Strait. MOFA expresses its sincere appreciation for this statement, which highlights Taiwan’s key role in the stability and prosperity of the Indo-Pacific region and the world, as well as the steadily increasing support for Taiwan among the global democratic camp.

The Ministry of Foreign Affairs (MOFA) has noted North Atlantic Treaty Organization (NATO) Secretary General Jens Stoltenberg’s statement at a joint January 29 press conference with US Secretary of State Antony Blinken that “today it’s Ukraine; tomorrow it could be Taiwan,” as he urged countries to take seriously the consequences for NATO security arising from China’s military buildup and the fact that the war in Ukraine is bringing China and Russia closer.
It is highly significant that following the 2023 NATO Summit last July, and including at this press conference, Secretary General Stoltenberg has continued to express concern over security across the Taiwan Strait and call on NATO member states to accord due attention to the challenges that China poses to the rules-based international order.
MOFA emphasizes that as a responsible and democratic member of the international community, Taiwan will continue to cooperate with the governments and charitable organizations of other countries to assist Ukraine with the reconstruction of basic infrastructure, resettlement of displaced people, and other humanitarian assistance. Taiwan will also do its utmost to work hand in hand with European nations, the United States, and other like-minded partners to safeguard the international security order and jointly counter threats and challenges from authoritarian regimes.

In a recent interview with Tavuli News, Prime Minister of Solomon Islands Manasseh Sogavare erroneously cited United Nations General Assembly (UNGA) Resolution 2758 to falsely claim that Taiwan is a part of China.
The Ministry of Foreign Affairs (MOFA) solemnly states that UNGA Resolution 2758 addresses only China’s right of representation in the United Nations and makes no reference to Taiwan in its entire text. The resolution neither authorizes the People’s Republic of China to represent Taiwan in the UN system nor calls Taiwan a part of the PRC. Furthermore, it does not make a determination on the status of Taiwan, does not preclude countries from having diplomatic relations with Taiwan, and does not preclude Taiwan’s meaningful participation in the UN system. MOFA strongly denounces and condemns Solomon Islands for willingly serving as a pawn for China and following Beijing’s distorted and politically motivated misinterpretation of UNGA Resolution 2758.
MOFA reiterates that the Republic of China (Taiwan) is a free and democratic country. Neither democratic Taiwan nor autocratic China is subordinate to the other. This is an internationally recognized, long-standing, and objective fact, as well as the status quo across the Taiwan Strait. The PRC has never governed Taiwan, and Taiwan is not a part of the PRC. Only the democratically elected government of Taiwan has the right to represent the 23.5 million Taiwanese people in the UN system and international arena. Neither China nor its followers have the right to claim otherwise.

US National Security Advisor Jake Sullivan underscored the importance of maintaining peace and stability across the Taiwan Strait during a meeting with Wang Yi, Director of the Office of the Foreign Affairs Commission of the Chinese Communist Party Central Committee and Foreign Minister of China, in Bangkok from January 26 to 27. The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) sincerely welcomes this gesture and appreciates the United States for publicly reaffirming its unwavering support for cross-strait peace and stability.
MOFA notes that the Chinese Foreign Ministry has issued a press release falsely claiming that the Taiwan issue is a matter of China’s internal affairs and that elections in Taiwan cannot change “the basic fact that Taiwan is part of China.” The press release added that the biggest risk to peace and stability across the Taiwan Strait is “Taiwan independence,” which is also the biggest challenge to China-US relations.
MOFA reiterates that the Republic of China (Taiwan) is an independent and sovereign nation and that neither it nor the People’s Republic of China is subordinate to the other. Taiwan’s presidential elections on January 13 demonstrated Taiwan’s maturity and stability as a democracy, earning praise from more than 100 countries worldwide. This reaffirms the reality and status quo across the Taiwan Strait that has long been recognized by the international community. MOFA strongly refutes and condemns China’s repeated attempts to peddle its distorted narrative of Taiwan’s sovereign status.
MOFA solemnly states that Taiwan has always done its utmost to maintain the status quo and preserve peace and stability in the region and across the Taiwan Strait. In contrast, China has relentlessly provoked and threatened neighboring countries, using any pretext to escalate regional tensions and attempt to alter the status quo and disrupt the rules-based international order. It has repeatedly pressured countries over the Taiwan Strait issue and caused rifts in relations between Taiwan and other nations. This demonstrates that China is a destabilizing force that is undermining regional and cross-strait peace and stability. Its absurd position on “Taiwan independence” has no grounds. The international community should remain vigilant and jointly scrutinize and condemn China’s actions.
MOFA welcomes the international community’s continued focus of attention on the security of the Taiwan Strait. Taiwan will further cooperate with the United States and other like-minded nations to jointly protect the shared values of democracy and freedom and ensure peace, stability, and prosperity across the Taiwan Strait and in the region.

Uzbek President Shavkat Mirziyoyev and Chinese leader Xi Jinping issued a joint statement between the Republic of Uzbekistan and the People’s Republic of China on their all-weather comprehensive strategic partnership for a new era on January 24. In the statement, Uzbekistan says it firmly supports the “one China principle” and erroneously reiterates that the government of the People’s Republic of China is the sole legitimate authority representing the whole of China and that Taiwan is an integral part of China’s territory. It further states that Uzbekistan opposes any form of Taiwan independence and will not engage in any official exchanges with Taiwan.
The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) vigorously protests and strongly condemns the authoritarian CCP government for continuing to coerce and induce other countries into publishing false statements on the international stage that disparage Taiwan’s sovereignty, as well as Uzbekistan for ignoring reality and blindly following China.

Taiwan smoothly completed democratic elections on January 13 and received heartfelt congratulations from more than 100 countries worldwide. However, the Ministry of Foreign Affairs (MOFA) has noted that since Philippine President Ferdinand Romualdez Marcos Jr. congratulated Taiwan, China has been strongly pressuring the Philippines and making crude and insulting comments. As other countries are celebrating Taiwan’s democratic achievements, China’s petulant response stands in stark contrast, demonstrating that China’s communist system does not understand the true meaning of democracy and flagrantly tramples democratic values.
China resorts to every possible subterfuge in its attempts to undermine Taiwan’s democracy and distort Taiwan’s sovereign status. Before Taiwan’s elections, China sought to interfere by employing gray-zone tactics such as military intimidation, economic coercion, and cognitive warfare. Immediately following the elections, China enticed Nauru to change diplomatic recognition from Taiwan to China and instigated statements made by Solomon Islands, the Maldives, and Bangladesh disparaging Taiwan’s sovereign status. China has also pressured ASEAN countries to echo the fictitious narrative of the so-called “one China principle.” MOFA condemns China’s malicious actions in the strongest terms and calls on all like-minded democratic countries to continue cooperating to help stop China’s authoritarian expansionism in the region and the world.
MOFA once again expresses sincere gratitude to Philippine President Marcos and other international friends for their congratulations on Taiwan’s successful completion of elections. As a beacon of democracy and freedom and a bastion of human rights and the rule of law in Asia, Taiwan will continue to be a force for good in the world, staunchly safeguarding democratic achievements. MOFA also calls on China to promptly turn toward reason, abandon authoritarianism, and jointly safeguard global peace, prosperity, and security.

The people of Taiwan elected their next president and vice president in a fair, just, and open process on January 13, again demonstrating Taiwan’s mature democracy and gaining strong affirmation from the international community. The Ministry of Foreign Affairs (MOFA) has noted that China, in addition to attempting to interfere in Taiwan’s elections and influence the Taiwanese people’s exercise of their freedom through various avenues, has instigated countries such as Somalia, Pakistan, Azerbaijan, and Palestine, to issue false statements aimed at downgrading Taiwan’s sovereign status. This completely disregards Taiwan’s long-term goodwill and contributions to the international community and its devotion to maintaining regional peace and stability. MOFA strongly condemns China’s malevolent actions and such countries’ inappropriate deference to China.
MOFA reiterates that the Republic of China (Taiwan) is a sovereign and independent country and that neither the R.O.C. (Taiwan) nor the People’s Republic of China (PRC) is subordinate to the other. These facts and the status quo have long been recognized by the international community. Taiwan’s January 13 presidential elections marked yet another demonstration of its mature and healthy democracy and received widespread international acclaim. No distorted narrative on Taiwan’s sovereign status by any country can alter the status quo that neither side of the Taiwan Strait is subordinate to the other.
Political coercion and diplomatic suppression by the Chinese authoritarian government will not change Taiwan’s unwavering commitment to democracy. The Ministry of Foreign Affairs of the Republic of China (Taiwan) issues the following solemn statement:
The government of the Republic of China (Taiwan) has learned that the Republic of Nauru, a diplomatic ally in the Pacific, will be terminating diplomatic relations with Taiwan on the grounds of United Nations General Assembly Resolution 2758 and the “one China principle.” To safeguard national sovereignty and dignity, Taiwan has decided to terminate diplomatic relations with Nauru with immediate effect, end all bilateral cooperation projects, recall staff of its embassy and Technical Mission in Nauru, and demand that Nauru close its embassy in Taiwan.
China has long made efforts to approach prominent political figures in Nauru, offering economic assistance as incentive to persuade Nauru to switch diplomatic recognition. The Parliament of Nauru passed a vote of no confidence against then President Russ Joseph Kun on October 25 last year. On October 30, it elected David Adeang as his successor and completed a cabinet reshuffle. After the new government assumed office, Taiwan promptly engaged Nauru regarding bilateral cooperation projects. However, Nauru repeatedly demanded massive amounts of economic assistance from Taiwan and proceeded to compare Taiwan’s aid proposals with those of China.
Based on the long-standing friendship between Taiwan and Nauru, Taiwan demonstrated the greatest sincerity and, within its capacity, proposed assistance programs. In fact, for many years the R.O.C. (Taiwan) government has promoted cooperation projects in Nauru that have benefited people’s livelihoods and assisted Nauru’s overall national development. Nauru, however, lured by China’s enticements and disregarding the long-term assistance and friendship from Taiwan, began negotiations with China on the establishment of diplomatic relations. Nauru has also deferred to China’s “one China principle” and adopted false narratives stemming from an erroneous interpretation of UN General Assembly Resolution 2758. The R.O.C. (Taiwan) government expresses great disappointment and regret and strongly condemns Nauru for its actions.
At this particular time, when many democratic nations across the world are congratulating Taiwan on the smooth completion of its elections and on a victory for democracy, the Beijing authorities chose such a way to suppress Taiwan, which constitutes an attack on the order and stability of the international community. Beijing’s actions are a repudiation of democratic values and an open challenge to the international order.
Responsibility for all of this lies with Beijing. Taiwan urges the Beijing authorities to renounce confrontation, return to the international order, and pursue joint endeavors with Taiwan and all members of the region that benefit all parties and create win-win situations. (E)

The Republic of China (Taiwan) is a sovereign and independent country. Neither the R.O.C. (Taiwan) nor the People’s Republic of China (PRC) is subordinate to the other. The PRC has never governed Taiwan—not even for a single day. This is an objective fact and the status quo. The people of Taiwan chose their next president in a fair, just, and open election on January 13. This democratic achievement has been recognized by countries worldwide.
The Ministry of Foreign Affairs (MOFA) strongly condemns the same tired claims made by the Ministry of Foreign Affairs of the Russian Federation regarding the so-called “one China principle,” which are patently false and do not respect the free will of the Taiwanese people.
Russia has willingly become an accomplice of the Chinese Communist Party regime, deliberately echoing China’s fallacious “one China principle” claims following Taiwan’s elections. Not only does this do nothing to contribute to stability across the Taiwan Strait, it also proves once again that the collusion of authoritarian China and Russia jeopardizes international peace and stability and the rules-based international order.
MOFA reiterates that Taiwan will never yield to pressure or diplomatic suppression from China’s authoritarian government. Taiwan will continue to uphold the values of freedom and democracy, actively cooperating with diplomatic allies and like-minded countries to jointly safeguard global and regional peace and stability.

Thanks to the efforts of key members of the US Congress, resolutions are being introduced in the House of Representatives and Senate commending Taiwan for its democratic governance as an example for the Indo-Pacific and the world. The resolutions stress that the United States will strongly support the Taiwan-US partnership regardless of the outcome of Taiwan’s upcoming elections, express concern over China’s attempts to interfere with said elections, and declare US support for Taiwan’s defense and liberal democracy.
The Ministry of Foreign Affairs of the Republic of China (Taiwan) expresses its sincere appreciation for this staunch expression of bipartisan support in the US Congress for Taiwan-US relations and Taiwan’s democracy.
The US Congress has long lent strong bipartisan support to Taiwan. The Senate resolution was introduced by Dan Sullivan (R-AK) and Tim Kaine (D-VA) and cosponsored by 38 key members of both parties, including Richard Durbin (D-IL), Senate majority whip; Chris Van Hollen (D-MD), Chairman of the Subcommittee on East Asia, the Pacific, and International Cybersecurity Policy; Mitt Romney (R-UT), Ranking Member on the same subcommittee; Chris Coons (D-DE); Jeanne Shaheen (D-NH); John Cornyn (R-TX); Tammy Duckworth (D-IL); and Thom Tillis (R-NC). The Senate resolution is expected to be officially introduced on January 11 (eastern standard time).
In the House, four cochairs of the Congressional Taiwan Caucus—Gerald Connolly (D-VA), Mario Diaz-Balart (R-FL), Ami Bera (D-CA), and Andy Barr (R-KY)—introduced the resolution on January 10. Presently 35 House members of both parties have cosponsored the resolution, including Michael McCaul (R-TX), Chairman of the House Committee on Foreign Affairs; Mike Gallagher (R-WI), Chairman of the House Select Committee on the Strategic Competition between the United States and the Chinese Communist Party; and Raja Krishnamoorthi (D-IL), Ranking Member on the same committee.
The resolution addresses how Taiwan transitioned to a liberal democracy in the 1980s and affirms Taiwan’s civil society, diverse economy, and stable political system as the basis of Taiwan’s prosperity and liberty; this, it reads, stands in stark contrast to the “dictatorship of the proletariat” under which the people of China live. It stresses that the United States and Taiwan have stood as partners against coercion, threats of war, and armed attacks from China. It also explains that Taiwan is on the cusp of holding its eighth presidential election and 10th legislative election since its democratic transformation.
The resolution states that the US Congress commends Taiwan for the example it has set for self-governance, not just for the Pacific region but for the world; regards the democracy of Taiwan as a great strategic strength for the free world and an indispensable component of contemporary United States-Taiwan relations; remains concerned about interference in Taiwan’s 2024 elections by the Chinese Communist Party; is committed to continuing a strong partnership across diplomatic, information, military, economic, and cultural domains, regardless of the outcome of the elections; and is committed to supporting Taiwan’s self-defense and the liberty of its people through effective deterrence using all elements of United States power.
MOFA expresses sincere appreciation for the US Congress’s strong show of support and high regard for Taiwan’s freedom and democracy through these legislative actions on the eve of key elections in Taiwan.

During a political briefing in Fukuoka Prefecture on January 8, Vice President of Japan’s Liberal Democratic Party Taro Aso publicly stated that, considering the rising tensions across the Taiwan Strait and the more than 20,000 Japanese expatriates residing in Taiwan, Japan would employ submarines and naval vessels to engage in military operations if armed conflict were to break out in the Taiwan Strait. He also said that a Taiwan emergency would represent an existential crisis for Japan.

The Ministry of Commerce of the People’s Republic of China announced on January 9 that it was considering expanding the termination of tariff reduction arrangements on early-harvest products listed under the Cross-Strait Economic Cooperation Framework Agreement (ECFA). The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) expresses its strong displeasure with and condemnation of China’s blatant attempt to employ economic coercion to interfere in Taiwan’s elections.
Taiwan and China are both members of the World Trade Organization (WTO). Trade issues between the two sides should be handled through WTO mechanisms and in accordance with international standards. However, recently China has unilaterally launched a trade barrier investigation, terminated tariff reductions on a number of Taiwanese imports under ECFA, and explored eliminating the preferential tariff treatment of even more products. By weaponizing trade, China continues to pressure Taiwan, seeking to influence and undermine Taiwan’s democratic elections to achieve political objectives. MOFA strongly protests and condemns China’s crude and flagrant attempts at election interference and calls on the international community to jointly express its solemn concern.
China’s repeated attempts to utilize economic coercion to interfere in Taiwan’s elections are detrimental to normal cross-strait economic and trade exchanges and cooperation. These actions have made Taiwanese people and industries understand that China is not a stable market to operate in. The international community should heed the great risks involved in economic engagement with China and emphasize the importance of democratic countries accelerating economic de-risking.
China’s audacious attempts to manipulate Taiwan’s election outcomes are a reflection of the expansionist ambitions of China’s authoritarian government. This year, a number of general elections will be held across the globe. MOFA urges all countries to pay special attention to China’s efforts to use economic coercion against Taiwan and to jointly respond and counter such intimidation.

Having repeatedly fabricated pretexts for escalating its military coercion and threats against Taiwan, China has recently continued to employ gray-zone tactics to harass Taiwan, such as dispatching balloons across the median line of the Taiwan Strait and into Taiwan’s airspace over consecutive days. It has also continued to engage in economic coercion, including through the suspension of preferential tariffs on a number of goods under the Economic Cooperation Framework Agreement, and waged various forms of cognitive warfare.
These actions, which are clear attempts to influence Taiwan’s presidential election and pose a grave challenge to regional security, have generated significant concern among the international community. Joint statements issued over the past year following such bilateral and multilateral forums as the US-Japan-ROK trilateral leaders’ summit, the Australia-United States ministerial consultations, and G7 leaders’ and foreign ministers’ meetings have shown that a high degree of international consensus exists regarding the importance of cross-strait peace and stability. As a responsible member of the international community, Taiwan will continue to work with the United States, Japan, the Republic of Korea, and other like-minded nations to advance peace, stability, and prosperity throughout the Indo-Pacific.

A powerful earthquake measuring 7.6 magnitude on the Richter scale struck the Noto region of Ishikawa Prefecture in Japan at around 15:10 Taipei time on January 1, prompting the Japan Meteorological Agency to issue tsunami alerts for Japanese coastal areas. The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) is highly concerned about the damage caused by the earthquake and has been in contact with the Taipei Office of the Japan-Taiwan Exchange Association to express its sympathies and willingness to provide assistance.

The NDAA 2024 continues to build on the momentum set by recent NDAAs in extending strong support for Taiwan. It includes Taiwan-friendly provisions calling for the establishment of a comprehensive training, advising, and institutional capacity-building program for Taiwan’s armed forces as well as engagement with Taiwan to expand military cybersecurity activities. This demonstrates the US Congress’s high regard for and staunch position on bolstering Taiwan-US security cooperation. The Ministry of Foreign Affairs of the Republic of China (Taiwan) sincerely thanks the Congress for continuing to take concrete action to enhance the bilateral security partnership and to provide a legal basis and policy tools for strengthening Taiwan’s overall defense resilience.

Russian Prime Minister Mikhail Mishustin made a visit to China on December 19 to attend the 28th regular meeting between the Chinese and Russian heads of government. The two sides issued a joint communiqué stating that Russia reaffirmed its adherence to the “one China principle,” recognized Taiwan as an inalienable part of Chinese territory, opposed any form of Taiwan independence, firmly supported China’s preservation of national sovereignty and territorial integrity, and backed China’s actions to realize national unification.
The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) solemnly refutes this false and absurd narrative. It strongly condemns the authoritarian Chinese Communist Party (CCP) regime for repeatedly attempting to undermine the sovereignty of the Republic of China (Taiwan), as well as Russia for toeing the line of the authoritarian CCP government.
MOFA reiterates that neither the Republic of China (Taiwan) nor the People’s Republic of China is subordinate to the other and that the CCP regime has never governed Taiwan for even a single day. No distorted narrative on Taiwan’s sovereign status by any country can change the internationally recognized status quo across the Taiwan Strait.
MOFA also stresses once again that only the government that is democratically elected by the Taiwanese people can represent Taiwan. The authoritarian CCP government must recognize and respect this fact. China and Russia are colluding to advance authoritarian expansionism and undermine the fundamental values of democracy, freedom, the rule of law, and human rights. Furthermore, intimidating narratives such as “to realize national unification” pose a grave threat to regional and international peace and stability.
Taiwan is on the front line defending the democratic camp. Its people and government will continue to unite in protecting Taiwan against China’s rhetorical and military intimidation. At the same time, Taiwan will enhance cooperation with other democratic and like-minded nations to counter authoritarian expansion, preserve peace and security across the Taiwan Strait, and ensure a free, open, stable, and prosperous Indo-Pacific.

Chinese leader Xi Jinping and Nicaraguan President Daniel Ortega issued a joint statement on December 20 to mark the establishment of a strategic partnership between the two countries. Among other things, the statement asserts that Taiwan is an inalienable part of China’s territory and that Nicaragua resolutely opposes “Taiwanese independence” in any form whatsoever. The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) vigorously protests and strongly condemns the authoritarian CCP government for continuing to curry favor with other countries to make false and absurd statements disparaging Taiwan’s sovereignty.
MOFA solemnly reiterates that the Republic of China (Taiwan) is an independent and sovereign nation, that neither the R.O.C. (Taiwan) nor the People’s Republic of China is subordinate to the other, and that the PRC has never governed Taiwan for a single day. These are objective facts and represent the status quo. No country can or has the right to deny the sovereignty of the Republic of China (Taiwan) through a joint statement.
For many years, Taiwan engaged in numerous projects that benefited the people of Nicaragua. However, seeking personal gain, President Ortega terminated diplomatic ties with Taiwan and turned to China. On several occasions, President Ortega has gone along with malicious statements by the authoritarian CCP government distorting Taiwan’s sovereignty, showing himself to be a willing accomplice to China’s destruction of democracy and peace. Such conduct is disgraceful.
MOFA calls on the Nicaraguan government to no longer acquiesce to China’s inversion of right and wrong and recognize China’s expansionist ambitions. Instead of blindly accommodating the PRC government, it would be better for Nicaragua to preclude the reproach of the international community by paying closer attention to the damage being done to democracy, the rule of law, and human rights in its own nation.

The joint statement seriously deviates from the facts. The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) strongly protests and condemns the authoritarian CCP government for continuing to spread misleading narratives in the international community that seek to downgrade Taiwan’s sovereignty.
MOFA reiterates that the Republic of China (Taiwan) is an independent, sovereign nation and that neither the Republic of China (Taiwan) nor the People’s Republic of China is subordinate to the other. These are internationally recognized facts and the status quo. Distorted narratives regarding Taiwan’s sovereign status cannot change these facts or alter the status quo.
Vietnam is an important cooperative partner under Taiwan’s New Southbound Policy, and the peoples of the two countries interact closely. The largest numbers of new residents and foreign students in Taiwan come from Vietnam. And Taiwan is not only Vietnam’s fourth-largest foreign investor, it is also one of the top destinations for Vietnamese migrant workers. MOFA urges the Vietnamese government not to defer to China’s malicious narratives that attempt to diminish Taiwan’s sovereignty and hurt the feelings of the Taiwanese people. MOFA calls on Vietnam to adopt a pragmatic and open attitude, building on the existing solid foundation of cooperation between Taiwan and Vietnam to continue to broaden and deepen long-term, mutually beneficial economic and trade exchanges so as to contribute to regional peace, stability, and economic prosperity.

United States White House National Security Advisor Jake Sullivan, Japanese National Security Secretariat Secretary General Akiba Takeo, and Republic of Korea (ROK) National Security Office Director Cho Tae-yong held a trilateral national security meeting in Seoul on December 9. At the meeting, the three national security advisors reaffirmed the fundamental importance of peace and stability across the Taiwan Strait and underscored their nations’ commitment to freedom of navigation and to international law, including in the South and East China Seas. The Ministry of Foreign Affairs of the Republic of China (Taiwan) sincerely welcomes and appreciates their statement.
After the meeting, National Security Advisor Sullivan stated that Washington and its Asian allies would continue to stand up for peace and stability across the Taiwan Strait. He also reiterated their commitment to freedom of navigation in the South and East China Seas.

Throughout 2023, major nations have used such meetings as the US-Japan summit, the G7 Hiroshima Summit, the US-Japan-ROK summit, and the Japan-France summit to issue joint communiqués or statements that emphasize the importance of safeguarding peace and security across the Taiwan Strait, and demonstrate that the preservation of Taiwan Strait security is the consensus among the international community.
As an important nation in the Indo-Pacific region, Taiwan will continue to cooperate with G7 nations and like-minded countries to strengthen the resilience of the global democratic camp, protect the rules-based international order, and jointly resist the coercion and challenges posed by authoritarianism. Following a telephone meeting on December 3, Japanese Prime Minister Fumio Kishida and French President Emmanuel Macron announced the 2023-2027 Roadmap on Japan-France Cooperation under their exceptional partnership. The two leaders reaffirmed that peace and stability across the Taiwan Strait were indispensable to international security and prosperity, called for the peaceful resolution of cross-strait issues, and endorsed Taiwan’s meaningful participation in international organizations. The Ministry of Foreign Affairs (MOFA) sincerely welcomes and appreciates this support.
In the roadmap, Japan and France also expressed opposition to any actions that escalated tensions, jeopardized regional stability, undermined the freedom of navigation and overflight, or otherwise threatened the international legal order. They also conveyed strong concerns over developments in the East and South China Seas and urged that tensions in the Indo-Pacific region be resolved through dialogue.
Peace and stability across the Taiwan Strait are crucial to security and prosperity in the Indo-Pacific. MOFA welcomes any actions by the international community that contribute to cross-strait peace. As a responsible and important country in the Indo-Pacific region, Taiwan will continue to deepen cooperation with the United States, Japan, European partners, and other like-minded countries to jointly safeguard an open and prosperous Indo-Pacific as well as global peace and stability.

European External Action Service Deputy Secretary General for Political Affairs Enrique Mora held the 16th EU-China Political Directors’ Dialogue with Chinese Vice Foreign Minister Sun Weidong in Beijing on November 27. The two sides discussed bilateral ties as well as international and regional issues as they prepare for the EU-China Summit. During the meeting, the European side again underscored the importance of peace and stability across the Taiwan Strait and in the South China Sea. The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) welcomes and appreciates this sentiment.
However, in its press release, China said that the European side had stated adherence to the “one China principle,” which is clearly not the position that the EU has consistently upheld. MOFA strongly protests China’s continued distortion of the facts.
The two sides held the meeting to build on the 12th EU-China Strategic Dialogue held in Beijing on October 13 between EU High Representative for Foreign Affairs and Security Policy Josep Borrell and Chinese Minister of Foreign Affairs Wang Yi.

Republic of Korea Minister of Foreign Affairs Park Jin held a bilateral meeting with Chinese counterpart Wang Yi in Busan on November 26. During the meeting, Minister Park reiterated opposition to the use of military force to change the status quo across the Taiwan Strait and stressed the importance of cross-strait stability. The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) welcomes and appreciates his statements.
Since May 2021, ROK officials have publicly affirmed the importance of maintaining peace and stability across the Taiwan Strait at multiple international events. ROK President Yoon Suk Yeol emphasized this position in an interview with the UK newspaper the Telegraph published on November 20 (Taipei time). In the Downing Street Accord signed with UK Prime Minister Rishi Sunak on November 22, he also expressed concern over the situation in the Indo-Pacific region and across the Taiwan Strait.
MOFA appreciates the Republic of Korea for continuously voicing concern and support for peace and stability across the Taiwan Strait. Taiwan is willing to cooperate closely with the Republic of Korea and other like-minded countries to jointly ensure peace, stability, and prosperity across the Taiwan Strait, on the Korean Peninsula, and in the Indo-Pacific region.

The Ministry of Foreign Affairs welcomes and appreciates Japan’s public expression of support for cross-strait peace during a meeting with China.
The Japanese government has reiterated its concern over the situation across the Taiwan Strait and voiced support for Taiwan at several recent international events. In addition to this meeting, Japan has also underscored the importance of cross-strait peace at the Japan-UK foreign and defense ministerial meeting on November 7 and the bilateral meeting between Japanese Prime Minister Fumio Kishida and Chinese leader Xi Jinping on November 17 on the sidelines of the APEC Economic Leaders’ Meeting. This demonstrates Japan’s high regard for the maintenance of stability across the Taiwan Strait.
As a responsible and important member of the Indo-Pacific region, Taiwan is actively enhancing its self-defense capabilities. It will also continue to deepen cooperation with Japan, the United States, the European Union, and other like-minded countries to jointly uphold a free and open Indo-Pacific and preserve global peace, stability, and prosperity.

Canadian Prime Minister Justin Trudeau, European Council President Charles Michel, and European Commission President Ursula von der Leyen met at the 19th Canada-European Union summit in St. John’s, Newfoundland and Labrador, Canada, on November 23 and 24. In the joint statement issued after the meeting on November 24, they expressed serious concern about the situation across the Taiwan Strait, strongly opposed the unilateral use of force or coercion to change the cross-strait status quo, underscored the importance of maintaining peace and stability across the Taiwan Strait, and encouraged the peaceful resolution of cross-strait issues. The Ministry of Foreign Affairs welcomes the joint statement, in which Canada and the European Union have once again expressed their steadfast support for security and stability across the Taiwan Strait.
Following the Group of Seven leaders’ summit in May and the G7 foreign ministers’ meeting in November, like-minded partners worldwide have continued to reiterate their support for Taiwan and underline concern about the situation across the Taiwan Strait, highlighting the fact that democratic countries have reached a unanimous consensus on safeguarding cross-strait security. The international order is currently being challenged by authoritarian ambitions. Taiwan, as a responsible member of the international community, will continue to cooperate with Canada, the European Union, and other like-minded partners to staunchly defend democracy and contribute to peace, stability, and prosperity across the Taiwan Strait, in the region, and around the world.

Israel and the Palestinian military group Hamas have agreed to a ceasefire from November 24 to 27 that saw Hamas release 24 hostages on the first day, with plans to free a second group the following day, and allowed humanitarian aid to gradually enter Gaza. The Ministry of Foreign Affairs of the Republic of China (Taiwan) welcomes and commends these developments.
MOFA applauds the United States, Qatar, and Egypt for brokering the agreement, and hopes that the mutual trust it creates will serve as a foundation for continued efforts to release all the hostages. MOFA urges members of the international community to cooperate to rid the region and the world of the threat of terrorism and promote long-term peace and stability. (E)

The Ministry of Foreign Affairs of the Republic of China (Taiwan) notes that, during a state visit to the United Kingdom, Republic of Korea President Yoon Suk Yeol signed the Downing Street Accord with British Prime Minister Rishi Sunak on November 22. The agreement expresses the two sides’ concern over the situation in the Indo-Pacific region and across the Taiwan Strait.
According to the text, the United Kingdom and the Republic of Korea will strive for openness and transparency in the Indo-Pacific. The two sides emphasized that their basic positions on Taiwan remain unchanged and that peace and stability across the Taiwan Strait is an indispensable element in the security and prosperity of the international community. They also expressed strong opposition to any unilateral attempts to change the status quo in the region and underscored their firm commitment to international law, including freedom of navigation and overflight, as set out in the United Nations Convention on the Law of the Sea.
MOFA welcomes and appreciates that like-minded partners once again expressed concern for the situation across the Taiwan Strait, following the November meeting between the UK foreign and defense secretaries and their Japanese counterparts. President of Uruguay Luis Lacalle Pou visited China from November 18 to 25 and met with Chinese leader Xi Jinping on November 22. After his meeting with Premier Li Qiang, the two sides issued a joint statement espousing the so-called “one China principle” and claiming that Taiwan is an inalienable part of China and that the government of the People’s Republic of China is the sole legitimate government representing the whole of China.
The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) condemns in the strongest terms the Chinese government for repeatedly touting the “one China principle” and making false and unilateral territorial claims over Taiwan during meetings with leaders of other countries. MOFA also strongly protests the Uruguayan government’s deference to Chinese narratives that disparage Taiwan’s sovereignty and dignity.
MOFA reiterates that the Republic of China (Taiwan) is an independent and sovereign nation, that neither the R.O.C. (Taiwan) nor the PRC is subordinate to the other, and that the PRC has never governed Taiwan. These are internationally recognized facts and the objective status quo. No country can or has the right to unilaterally deny the sovereignty of the Republic of China (Taiwan) through a joint statement.
Uruguay is a democratic country. Since assuming office, President Lacalle has traveled worldwide advancing free trade. Although President Lacalle has emphasized democracy and human rights, he has ignored the fact that China is a totalitarian autocracy that tramples on human rights, and he has deferred to its spurious claims. MOFA expresses regret and urges the government of Uruguay to clearly recognize China’s true intentions in expanding its global power and to avoid becoming complicit with China’s authoritarianism. MOFA also calls on the Uruguayan government to work with Taiwan and other democratic countries in a pragmatic and open manner in order to safeguard peace, stability, and prosperity across the globe.

North Korea claimed to have launched military reconnaissance satellite on the evening of November 21. This marked its third attempt, following two failed similar launches in May and August.
