He proposed a comprehensive approach that integrated the aspects of education, training, employment, and certification and leveraged Taiwan’s experience in technical and vocational education and industrial talent development. This would support allies in cultivating a labor force that met the needs of society and industry, bolster youth employment, and establish a stronger talent base for long-term national development.  Furthermore, Minister Lin discussed with leaders of allied nations the promotion of sustainable and mutually beneficial trade and economic cooperation, as well as feasible approaches to using allies’ funds to invest in Taiwan’s capital markets. He stated that the goal of such endeavors would be to share the opportunities and outcomes created by Taiwan’s economic development with diplomatic allies through investment and industrial linkages and thereby expand bilateral collaboration in finance, industry, and economic development.  Following the meeting, Minister Lin and the leaders of Taiwan’s three Pacific allies signed a joint statement reiterating the 1992 PIF leaders’ decision regarding their relations with Taiwan/ROC. The statement also recognized Taiwan’s pragmatic contributions to the Pacific region over the years in such areas as agriculture, fisheries, health care, education, technical assistance, talent training, and community development. It showcased the mutual trust, friendship, and foundation for cooperation built by Taiwan and its Pacific allies. During the visit, Minister Lin and President Whipps witnessed the progress of several Taiwan-Palau cooperation projects that spanned health care, green energy, energy transition, sustainable development, and other fields. This involved a visit to Belau National Hospital, the opening of a golf demonstration park, the groundbreaking ceremony of a Taiwan-Palau hydrogen initiative, and the launch ceremony of the One Stop Shop solar power project and an electric bus project. Besides meeting with prominent political figures and traditional leaders of Palau, Minister Lin visited the state of Peleliu to gain a better understanding of the area’s electric power system and development needs. This information will serve as important reference for the planning of future projects that further deepen bilateral cooperation. While engaging with the government and various sectors of Palau, Minister Lin emphasized that bilateral interactions should extend beyond the governmental level to civil society and industry. He added that the Diplomatic Allies Prosperity Project could be used to spur direct people-to-people exchanges, business collaboration, and the sharing of development benefits.  In addition, Minister Lin stated that tourism and investment were crucial to connecting the people and linking the economic development of the two countries. Looking ahead, Taiwan would encourage more citizens to visit Palau for tourism purposes and urge enterprises and private capital to invest in Palau, which would drive the development of the tourism, services, infrastructure, and other sectors. He added that by combining Taiwan’s economic vitality with Palau’s outstanding nature, culture, and development potential, a mutually beneficial cooperation model could be gradually established with the participation of government, businesses, and individuals. Minister Lin also shared Taiwan’s experience in adopting drones and other emerging technologies to assist with public services and social development. He pointed out that Taiwan could introduce its advanced technologies and applications to allies through technology diplomacy. This would expand the use of technology in agriculture, environmental monitoring, disaster response, infrastructure, remote area services, and other fields, which would in turn improve the efficiency of public governance and help build a more convenient, safer, and more sustainable  living and development environment. Meanwhile, Minister Lin welcomed the announcement made by the US government during the PIF that it would collaborate with Taiwan to promote such projects as the relocation of Belau National Hospital and a drinking water sampling project in Palau. This further demonstrated the determination of like-minded countries to work together to respond to the development needs and enhance the resilience of Pacific nations. The General Debate will take place from September 22 to 26 and on September 28. The theme of this year’s General Debate will be “Restoring Trust, Managing Transformation: A United Nations that Delivers for All.” Vice Minister of Foreign Affairs Baushuan Ger held a special press conference on September 1 to communicate to the public the Taiwan government’s 2026 campaign and strategy for promoting Taiwan’s UN participation and to urge the UN to accept Taiwan’s involvement at the earliest possible juncture.  Noting that Taiwan was an important and responsible member of the international community, Vice Minister Ger said that Taiwan not only faced the same global challenges encountered by other nations but was also confronted by China’s ongoing and escalating threats across the Taiwan Strait and throughout the region. Vice Minister Ger explained that Taiwan needed to participate in relevant multilateral mechanisms to protect its national interests and the rights of the 23.5 million Taiwanese people. He said that China’s actions were an attempt to legally negate the fact that the ROC (Taiwan) was a sovereign country and inappropriately deny Taiwan’s legitimate right to participate in the UN system. Vice Minister Ger stressed that in recent years China had continued to escalate its threatening behavior across the Taiwan Strait and broader Indo-Pacific region, employing such gray-zone tactics as military intimidation, cyberattacks, and economic coercion in an attempt to unilaterally change the status quo across the Taiwan Strait and the region. Pointing out that in July China had implemented its Law on Promoting Ethnic Unity and Progress, he said that China sought to use this domestic law to engage in transnational repression, which was a serious infringement of freedom, democracy, and human rights everywhere. In response, he observed, the United States, the European Union, Australia, and other members of the international community had expressed a high level of concern. In the face of the dynamic regional situation, the Taiwan government would staunchly maintain peace and stability across the Taiwan Strait, safeguard the nation’s sovereignty and security, and continue to work with allies and like-minded nations to defend the front lines of freedom and democracy while steadily and pragmatically promoting Taiwan’s participation in international organizations. This year, Taiwan’s UN campaign is focusing on three key aspects:1. Drawing attention to the fact that UNGA Resolution 2758 only addressed China’s right to representation within the United Nations. The resolution neither dealt with Taiwan’s sovereignty nor precluded Taiwan’s meaningful participation in the UN system. The UN Should identify appropriate ways of including Taiwan’s participation in the UN system so that Taiwan can contribute its expertise and experience to help accelerate the realization of the UN Sustainable Development Goals. 2. Firmly maintaining the status quo and ensuring peace and stability across the Taiwan Strait. This is the mainstream public opinion in Taiwan and the widely held and staunch position of the international community. It has also received extensive support among Taiwan’s democratic partners. Peace and stability across the Taiwan Strait are indispensable to global security and prosperity. 3. Committing to the peaceful settlement of disputes and staunchly defending the international legal order. Any attempts or actions to disrupt the status quo across the Taiwan Strait contravene the principles enshrined in the UN Charter prohibiting the threat or use of force and requiring the peaceful settlement of disputes. The Ministry of Foreign Affairs (MOFA) this year would again request that diplomatic allies’ permanent representatives to the UN send a joint letter to UN Secretary-General António Guterres and that diplomatic allies speak up for Taiwan during the General Debate. The joint letter would strongly promote the three points outlined above. Moreover, Minister of Foreign Affairs Lin Chia-lung would publish an op-ed entitled “Restoring trust: Taiwan’s rightful place in the free world” to communicate the Taiwan government’s stance to the world. The op-ed would underline that only by following the principles set out in the UN Charter and treating every member of the international community in a fair and just manner could the UN win back the international community’s confidence. Vice Minister Ger went on to thank the Legislative Yuan for once again organizing a cross-party delegation of legislators to travel to New York to impart to the UN community the steadfast support of the people of Taiwan for the government’s bid to participate in the UN system. With China again using its interactions with other countries in international settings to spread its rhetoric, MOFA urges the Kyrgyz government not to acquiesce to China’s distorted and false narratives. The allocation will further strengthen Taiwan’s participation in regional fisheries organizations and help Taiwan fulfill its obligations as a member of the international distant-water fishing community. Taiwan is a founding member of the WCPFC. It launched the first phase of the CTTF in 2016 with an initial donation of US$2 million that was spread over five years. This helped Taiwan realize the spirit of the WCPFC Convention and demonstrates its commitment to assisting island nations in building up their domestic fishery industries.  The CTTF has enabled Tuvalu, the Marshall Islands, Palau, and other nations, as well as related intergovernmental international organizations, to promote 30 fisheries capacity development plans. Although the nationals were eventually granted entry, the officers unreasonably demanded that they produce Chinese passports to receive entry stamps before having their Taiwan passports returned, stating that the measure was part of Uganda’s “one China policy.”  The incident follows another recent episode, in which officials at the airport confiscated the passports of two Taiwan nationals, one of whom was subsequently deported. MOFA promptly gained an understanding of the situation, and the Taiwan Representative Office in the Republic of Somaliland, which covers consular affairs related to Uganda, immediately provided necessary care and assistance to the affected nationals. The government of Uganda has yet to officially announce any adjustments to its visa and entry requirements for Taiwan nationals. However, in consideration of recent cases of Taiwan nationals encountering difficulties entering Uganda, MOFA urges nationals to carefully consider the necessity and potential risks of travel and advises them to postpone their journeys. MOFA also reminds nationals who are in Uganda to remain vigilant and stay in touch with the representative office in Somaliland. The office and other relevant overseas missions will continue to monitor the situation, negotiate with the Ugandan government, and offer appropriate assistance to affected nationals. Morocco’s embassy in Japan notified Taiwanese travel agencies on July 23 that it would temporarily stop accepting applications for visa confirmation letters (VCL) from Taiwanese nationals. Subsequent inquiries confirmed that the Moroccan government had also instructed its other embassies and consulates worldwide to implement this measure. Taiwanese nationals who received a VCL before July 20 will still be permitted to enter Morocco for business or tourism purposes during their visa’s validity period. Because Taiwanese nationals were not eligible for Moroccan e-visas, they could only travel to the country for short-term business or tourism activities by applying for VCLs at Moroccan embassies. Morocco’s decision to stop issuing such VCLs will create new obstacles for Taiwanese nationals who intend to travel to Morocco, thereby negatively impacting bilateral exchanges. The Taiwanese scholars arrived in Mombasa on June 14 at the invitation of the government of Kenya, which was the host for OOC 11. They were scheduled to attend a preconference research symposium and present professional research reports. However, while completing check-in procedures at the event venue, the scholars were denied access credentials because the organizers claimed they did not recognize Taiwan passports.  The Directorate of Immigration Services of Kenya then forcibly intervened in the matter. Despite Taiwan’s efforts to negotiate, the authorities confiscated the scholars’ passports and mobile phones and detained them for over 20 hours. Having restricted these individuals’ personal freedom and right to communicate, the authorities finally agreed to let the scholars leave the country by plane.  The other members of Taiwan’s official delegation, which had been organized by the Ocean Affairs Council in line with established practice, were already en route to Kenya at the time of the incident but subsequently decided not to attend OOC 11, given the hostile actions of the Kenyan government and in consideration of delegation members’ safety.  As an indispensable partner in global efforts to ensure ocean sustainability, Taiwan has participated in the OOC since 2015. Taiwan has upheld the principles of professionalism, pragmatism, and making contributions to promote exchanges and cooperation in international maritime affairs. It has also encouraged scholars to attend and share Taiwan’s marine ecological conservation efforts and research findings.  Disregarding Taiwan’s noteworthy contributions to the OOC over the years, the Kenyan government precluded the Taiwanese scholars from attending this year’s conference, and even detained them. MOFA strongly protests the actions of host nation Kenya, which decided to serve as a political accomplice of China in direct contravention of the OOC principles of inclusivity and collaboration. Nor does China have the right to expand its claims to jurisdiction over waters surrounding Taiwan using as its rationale for the possible negotiation of maritime boundaries by Japan and the Philippines.  Taiwan wholeheartedly refutes China’s continued attempts to regularize law enforcement activities and patrols in Taiwan’s eastern waters. MOFA strongly condemns China for disrupting regional peace and stability and for challenging the international order.  MOFA solemnly states that any negotiations between parties should not affect the rights and interests of Taiwan. As Taiwan is a stakeholder in relevant areas, it will continue to work through multiple channels to express its stance to the nations involved while upholding Taiwan’s maritime rights. As concerns the possible launch of formal negotiations on exclusive economic zones and the continental shelf between Japan and the Philippines, MOFA has expressed the following to the governments of the two countries: First, in accordance with the Vienna Convention on the Law of Treaties as well as international legal precedent, bilateral treaties or agreements are only valid for contracting countries; they do not affect the rights and interests of third parties. Japan has made statements aligned with this position on several occasions. For example, on June 8, the Japan-Taiwan Exchange Association stated that negotiations between Japan and the Philippines would not affect the rights of third parties. As such, negotiations on the delimitation of maritime boundaries between Japan and the Philippines do not have any effect on Taiwan, nor do they affect the present or future rights and interests of Taiwan as concerns its EEZ to Taiwan’s east.  Second, if Japan and the Philippines engage in related negotiations in the future, the two parties should fully take into account Taiwan’s rights and interests in overlapping waters and maintain communication and consultations with Taiwan. Third, existing cooperation mechanisms－such as the Taiwan-Japan Fisheries Agreement, signed in 2013, and the Agreement Concerning the Facilitation of Cooperation on Law Enforcement in Fisheries Matters, concluded by Taiwan and the Philippines in 2015－remain in force. Taiwan continues to engage in communication and exchanges concerning related maritime issues with both Japan and the Philippines via these arrangements. MOFA also makes a clarification in response to false narratives that conflate the delimitation of exclusive economic zones with territorial or maritime sovereignty and make claims that Taiwan’s territory or territorial waters would be partitioned. Such assertions are not in keeping with how international maritime law actually applies and do not match the facts on the ground. In accordance with the United Nations Convention on the Law of the Sea, an exclusive economic zone is a maritime regime under which a coastal state enjoys certain sovereign rights and jurisdiction over maritime resources. It is not indicative of a state’s territory or territorial waters. Therefore, negotiations on the delimitation of exclusive economic zones between Japan and the Philippines do not involve Taiwan’s sovereignty or the right of Taiwan’s fishers to conduct legitimate operations in Taiwan’s exclusive economic zone. Furthermore, Japan and the Philippines have not yet launched negotiations or established a timeline for doing so. Claims that Taiwan’s fishers will be immediately subject to onboard inspections, detention, or operational restrictions as a result of negotiations are inconsistent with the facts. MOFA will continue to remain in close contact with related countries and firmly uphold Taiwan’s maritime rights and interests as well as those of its fishers. MOFA urges all sectors to consider issues rationally and not be misled by false information. The latest pronouncement is a further affirmation by the two governments of the need to maintain cross-strait peace and stability. The two leaders’ statement also expressed concerns about the intensification of tensions in the South and East China Seas, including the militarization of disputed features and other destabilizing activities. (E)2026/6/7 下午 03:10:00Department of East Asian and Pacific Affairs0https://en.mofa.gov.tw/News_Content.aspx?n=1329&s=122466International support for Taiwan’s WHO participation remains strong as government adopts new approach to promote bidJune 2, 2026   No. 248   International support for Taiwan’s participation in the World Health Organization (WHO) has remained strong despite the WHO decision—in contravention of its principle of leaving no one behind—to yield to pressure from China and exclude the 23 million people of Taiwan from the 79th World Health Assembly (WHA), which concluded on May 23.  The Ministry of Foreign Affairs (MOFA) and its overseas missions made concerted efforts to maintain global backing. For this year’s WHA, Minister of Foreign Affairs Lin Chia-lung led a Taiwan public healthcare team to Geneva to host the Taiwan Smart Medical and HealthTech Expo. Minister of Health and Welfare Shih Chung-liang also traveled to Switzerland for the occasion, marking the first time that Taiwan’s minister of foreign affairs and minister of health and welfare jointly promoted Taiwan’s bid in Geneva. Formed by representatives of 30 leading domestic healthcare facilities and businesses, the public healthcare team showcased Taiwan’s innovation capabilities, smart technology, and resilience and gave the international community a more comprehensive understanding of the contributions that Taiwan can make to public health. Attracting 1,300 visitors, the expo facilitated talks between Taiwanese participants and 683 foreign buyers. The value of preliminary orders reached US$1.2 million, and US$6.71 million in other potential business opportunities were identified, making the event a great success.  In Geneva, Minister Lin interacted with delegates from allies and like-minded countries to cultivate support for Taiwan. One week before the opening of the WHA, Vice Minister of Foreign Affairs Baushuan Ger also visited the city, where he met with the WHA representatives of 14 diplomatic allies and friendly countries to gain their endorsement. MOFA sincerely appreciates all the backing it has received from the international community. The 11 diplomatic allies of Taiwan that are WHO members submitted proposals and spoke up for Taiwan at the WHA. In particular, Haiti, Belize, Palau, and Paraguay engaged in two-on-two debates with China and its allies at the WHA General Committee and plenary session. Furthermore, 15 like-minded countries championed Taiwan’s bid, including Japan, Australia, New Zealand, Canada, the United Kingdom, France, Germany, the Netherlands, the Czech Republic, Lithuania, Estonia, Luxembourg, Sweden, Latvia, and Israel. The European Union (represented by Cyprus) also extended support.  As China and its allies continued to distort United Nations General Assembly (UNGA) Resolution 2758 and WHA Resolution 25.1 at the WHA, Haiti, Palau, Saint Christopher and Nevis, Saint Lucia, and Belize publicly and strongly refuted such claims, emphasizing that the resolutions had nothing to do with Taiwan and could not serve as basis for precluding Taiwan’s participation in WHO or the UN system. At the plenary session on May 22, the Japanese delegation also openly contested China’s misrepresentation of UNGA Resolution 2758.  To express staunch support for Taiwan’s participation in WHO and the WHA, the representative offices in Taiwan of nine countries—Japan, the United Kingdom, France, Germany, Canada, Australia, New Zealand, Poland, and Lithuania—issued a joint statement during the WHA. Moreover, the executive and legislative branches of government of over 50 countries also advocated for Taiwan through social media, letters, and resolutions. These efforts were spearheaded by US Permanent Representative to the UN Michael Waltz; former US Permanent Representative to the UN Nikki Haley; Swedish Minister for Foreign Affairs Maria Malmer Stenergard; Spanish Cochair of the Formosa Club Eloy Suárez and 39 club members; the Foreign, Commonwealth and Development Office of the United Kingdom; and the European Parliament. Internationally renowned healthcare organizations, such as the World Medical Association and the Standing Committee of European Doctors, as well as professional medical organizations and healthcare professionals from Europe, Asia, and Latin America, submitted letters to the WHO director-general on behalf of Taiwan and issued public statements.  Meanwhile, to further aid Ukraine in public health, Taiwan’s International Cooperation and Development Fund and Malteser International, the international humanitarian relief agency of the Sovereign Military Order of Malta, signed a letter of intent for cooperation during the WHA on rehabilitation and psychosocial support programs for amputees in Ukraine. The signing ceremony was witnessed by Minister Lin. Through this initiative, Taiwan will assist with training 250 healthcare professionals, including prosthetists, physical therapists, and psychotherapists in Ukraine, helping 3,000 amputees and their families with physical rehabilitation and psychological recovery and demonstrating that humanitarianism knows no borders.  A cross-party delegation of legislators comprising Liao Wei-hsiang, Kuo Yu-ching, and Chen Gau-tzu traveled to Geneva this year to demonstrate to the international community through concrete action that the Taiwan government’s WHO bid enjoyed strong backing from across the political spectrum and the public.  Furthermore, around 150 people from Taiwanese communities and student groups overseas gathered in Geneva to hold exhibitions, organize marches and parades, and participate in forums and international seminars, bolstering the government’s efforts and highlighting Taiwan’s appeal and determination to participate in WHO and the WHA. Through the active coordination and arrangements of MOFA and its overseas missions, a total of 443 media contributions were published. These included articles by Minister Shih and overseas missions in international media outlets, interviews with heads of missions, and supportive columns and commentaries by scholars and experts. Videos for this year’s WHA bid and the Taiwan Smart Medical and HealthTech Expo received more than 429,000 views. MOFA and its overseas missions made a total of 1,695 posts in multiple languages on such social media platforms as Facebook, Instagram, Threads, and X, reaching over 1.2 million views.  This year in Geneva, Taiwan successfully adopted new approaches in its international engagement through positive, active, and creative outreach. Besides creating opportunities overseas for Taiwanese enterprises, our efforts have ensured that the international public health community was fully aware that excluding Taiwan from WHO would be detrimental to all mankind. These efforts fully exemplified the integrated diplomacy policy, encompassing the aspects of values-based diplomacy, alliance diplomacy, and economic diplomacy.  MOFA will continue to leverage cross-agency cooperation and public-private efforts to inject further momentum into Taiwan’s WHO bid. The statement, issued on May 20, wrongly stated that Taiwan was an inalienable part of China. It also expressed opposition to any attempt at separatism or interference in China’s internal affairs. Not only are such sentiments baseless, they encourage the use of force against Taiwan, thus affecting regional peace and stability.  Taiwan recently marked the second anniversary of the inauguration of President Lai Ching-te. MOFA strongly condemns China’s efforts at this particular point in time to press countries deferring to its stance to repeat claims that seriously undermine Taiwan’s sovereignty and cloud international understanding. In view of the Laotian government’s false statements undermining Taiwan’s sovereignty, MOFA cautions Laos that appeasement of authoritarianism can only be a prelude to aggression and that Laos’s accommodation will not help it escape from the debt trap that has been the result of the Belt and Road Initiative. MOFA solemnly reiterates that neither the Republic of China (Taiwan) nor the People’s Republic of China is subordinate to the other, and that the PRC has never governed Taiwan. MOFA solemnly denounces China for once again exploiting interactions with other countries to disseminate baseless rhetoric regarding the so-called “one China principle” and United Nations General Assembly Resolution 2758 in an effort to distort the facts and mislead the international community. The Republic of China (Taiwan) is an independent and sovereign country, and neither it nor the PRC is subordinate to the other. These are undeniable objective facts and the status quo across the Taiwan Strait. No attempts to denigrate Taiwan’s sovereign status through erroneous narratives or joint statements can change this indisputable reality.  MOFA once again calls on the world to seriously acknowledge China’s long-standing practice of utilizing various forms of coercion and incentives to undermine the sovereign decisions of other nations. Neither it nor the People’s Republic of China is subordinate to the other. The PRC has never governed Taiwan, and Taiwan is not a part of the PRC. As is widely known, UN General Assembly Resolution 2758 addresses only the issue of China’s representation. The resolution does not mention Taiwan, nor does it recognize Taiwan as part of the PRC. These are established facts and the objective situation on which there is international consensus. The Nauruan government’s attempt to distort Taiwan’s sovereign status is therefore fundamentally flawed. MOFA emphasizes that Taiwan has long held to the principles of mutual respect, transparent cooperation, and shared democratic values in pursuing stronger partnerships with Pacific nations. The press release stated that, as the 79th session of the WHA was commencing in Geneva, Taiwan remained largely excluded from the world’s international health system. Pointing out that infectious diseases and health hazards did not respect borders and that global cooperation was required to keep the whole world safe, it explained that Taiwan was a highly capable, engaged, and responsible member of the global health community and had been invited to participate as an observer in WHA meetings from 2009 to 2016. The press release also highlighted that Taiwan’s distinct public health expertise, democratic governance, and advanced technology could bring considerable value to WHA deliberations. Moreover, Taiwan’s isolation from the WHA, the preeminent global health forum, was entirely unjustified and undermined the spirit of inclusiveness that the world urgently demanded and that was enshrined in the founding documents of the WHO. The statement, signed on May 20, misleadingly refers to United Nations General Assembly Resolution 2758, with Russia reiterating its adherence to the so-called “one China principle.” These claims contradict the facts and seek to undermine Taiwan’s sovereignty. MOFA also expresses great regret at the PRC government engaging in international collusion to further disseminate erroneous narratives that denigrate Taiwan’s sovereignty and escalate tensions across the Taiwan Strait, and at Russia’s subservience to authoritarian China. MOFA reiterates that the Republic of China (Taiwan) is a sovereign and independent country and that neither the ROC (Taiwan) nor the PRC is subordinate to the other. All attempts to distort Taiwan’s sovereign status are acts of bullying that disrupt international peace and stability.
