Diplomatic Missions and Foreign Offices (DMFOs) may apply for importation and exportation of diplomatic pouches or bags in accordance with applicable regulations and the principle of reciprocity.
I. Definitions
Diplomatic pouches refer to sealed bags, containers or packages used for the transmission of official correspondence, documents, or articles for official use between a sending state and its diplomatic mission or foreign office.
II. Proper Identification of Diplomatic Pouches
Each diplomatic pouch shall bear visible external markings. The label shall indicate the sending and receiving offices and include the words “Diplomatic Pouches” or “Diplomatic Bags.”
III. Collection of Diplomatic Pouches
A formal letter or note verbale shall be submitted at least five (5) business days in advance for processing, together with the following information and documents:
1. Shipment Details:
(1) Flight number.
(2) Flight arrival date.
(3) Number and weight of pouches.
2. A copy of the diplomatic courier’s passport;
3. Name and contact details of the designated contact person.
Depending on the method of collection, additional supporting documents are required as outlined below:
1. Collection by DMFOs at the Airport Apron
(1) A copy of the MOFA ID card of the assigned staff member;
(2) Details of the official vehicle and driver, including:
a. Name and contact details of the designated driver.
b. A copy of the National ID card of the designated driver.
c. A copy of the Vehicle Registration Certificate.
2. Delivery or Carriage of Diplomatic Pouches by Foreign Officials (Diplomatic Couriers)
(1) A copy of the courier’s passport;
(2) A copy of the courier’s Vehicle Registration Certificate, where applicable.
